Assistant Administrator Residential Reentry Management BrnachFederal Bureau Of Prisons May 2011 - Jun 2014Washington, District Of Columbia, UsAs the Assistant Administrator, RRMB, I was recognized with a Director’s Special Act Award for my oversight and leadership in the reorganization of the RRM branch for the agency. Served as Acting Branch Administrator for approximately 5 months. Directed and led the restructuring initiative to consolidate all RRM operations nationwide to fall under the leadership and direction of the Central Office RRM Branch.Directed all aspects of the contracting process to include: identifying agency needs for community based services within budgetary limitations; preparing Statements of Work to appropriately outline needed services; review of contract proposals to ensure BOP policy and contracting regulations were met; proposal review and subject matter expertise in contract awards; post-award direction to contractors and follow-up monitoring of contract performance.Provided oversight and direction to 24 field offices and approximately 200 staff. Developed new branch administrative procedures; revised technical guidance, developed and classified new positions; directed new oversight procedures via management assessments and other administrative level meetings; and conducted comprehensive analysis of Residential Reentry functions and resources. Further, I chaired a workgroup to develop new requirements for the approximate 200 Residential Reentry Centers with oversight of approximately 36,000 inmates per year.Streamlined process for initiating and requesting new RRC contractual actions which led to the reduction of administrative burden upon field staff and expedited the contract award process. Provided management oversight of the Residential Reentry Referral Management (R3M) application development. This application automated the RRC referral process. Cost savings attributed to this program were in excess of $30,513 when tested in a single region which has resulted in anticipated costs savings in excess of $180,000 across all six regions. -
