Provide national direction for community-based, non-federal confinement support services and programs for the Federal Prison System. These services and programs are provided utilizing over 200 residential reentry management staff who develop and manage contracts with other federal agencies, state, and local governments, as well as public and private service organizations. Provide case management services for offenders in their home community as they enter and are released from the custody of the Attorney General of the United States. Responsible to oversee Detention Services for the agency to include working closely with other law enforcement agencies such as the U.S. Parole Commission, U.S. Marshals Service, Immigration and Customs Enforcement, and various other agencies and divisions of the Department of Justice.Demonstrate flexibility, creativity, and considerable management expertise in managing residential reentry management activities nationwide and in doing so, promoted the philosophy and goals of the Bureau of Prisons. Serve as Cost Center Manager for RRMB and maintain management oversight of a multi-million dollar budget. Ensures programs and operations are cost-effective and free from waste, fraud, and abuse. Manage multiple cost centers for overall budgetary allocations in excess of $500 million.

Responsible for the administration and management of six privately operated secure adult correctional facility contracts housing approximately 6,500 inmates. Provide oversight of privately operated secure adult correctional facilities to ensure appropriate and professional management and treatment of federal offenders housed in these contract facilities. Responsible for oversight of all areas of contract facilities to include health services, education, recreation, food service, correctional services, correctional programs, safety, inmate services and all other areas within a contract confinement facility. Required generalized knowledge in all areas of Correctional Facility Administration.

As the Assistant Administrator, RRMB, I was recognized with a Director’s Special Act Award for my oversight and leadership in the reorganization of the RRM branch for the agency. Served as Acting Branch Administrator for approximately 5 months. Directed and led the restructuring initiative to consolidate all RRM operations nationwide to fall under the leadership and direction of the Central Office RRM Branch.Directed all aspects of the contracting process to include: identifying agency needs for community based services within budgetary limitations; preparing Statements of Work to appropriately outline needed services; review of contract proposals to ensure BOP policy and contracting regulations were met; proposal review and subject matter expertise in contract awards; post-award direction to contractors and follow-up monitoring of contract performance.Provided oversight and direction to 24 field offices and approximately 200 staff. Developed new branch administrative procedures; revised technical guidance, developed and classified new positions; directed new oversight procedures via management assessments and other administrative level meetings; and conducted comprehensive analysis of Residential Reentry functions and resources. Further, I chaired a workgroup to develop new requirements for the approximate 200 Residential Reentry Centers with oversight of approximately 36,000 inmates per year.Streamlined process for initiating and requesting new RRC contractual actions which led to the reduction of administrative burden upon field staff and expedited the contract award process. Provided management oversight of the Residential Reentry Referral Management (R3M) application development. This application automated the RRC referral process. Cost savings attributed to this program were in excess of $30,513 when tested in a single region which has resulted in anticipated costs savings in excess of $180,000 across all six regions.

Performed duties as a Program Examiner within the specialty area of Community Corrections (later renamed Residential Reentry Management) for the Federal Bureau of Prisons. Established and improved review policies, programs, methods and procedures. Maintained high professional standards for auditing and review. Conducted Program Reviews (the BOP’s internal audits) of institutions, regional offices, contract facilities, community corrections offices, and central office community corrections operations. Responsible for knowing and using all policies, procedures and practices in effect throughout the Bureau in the field of community corrections and was further responsible for making recommendations for correction of problems and finding solutions for difficult problems noted.

Performed duties as a Community Corrections Manager for the Federal Bureau of Prisons. Responsible for the judicial districts of Minnesota, North Dakota and South Dakota. Assigned as the agency liaison with all criminal justice agencies in this territory, particularly the U.S. Courts, U.S. Probation/Pre-Trial Services, U.S. Marshals Service, and the U.S. Attorney’s Office. Fully understood and interpreted a wide variety of Federal statutes and procedures, as well as policies and procedures of the Federal Prison System. As a Contract Oversight Technical Representative (COTR), I developed new residential resources, physically inspected Bureau of Prisons contract facilities, and monitored programs to insure compliance with the contractual requirements.
