Jon D. Jacobs served nearly 27 years in the U.S. Environmental Protection Agency’s (EPA) Office of Enforcement and Compliance Assurance and the Office of Administrative Law Judges before "early outing" from EPA in 2014 to start a law firm and an environmental advocacy non-profit . He has earned an international reputation specializing in pesticides, toxic substances/chemicals, and regulatory development issues. His insider knowledge of EPA, DOJ, and other federal and state agencies offers an often unique understanding of how these entities operate and coordinate their actions. Jon currently manages the Jacobs Law Firm PLLC and High Compliance LLC, a cannabis and hemp consulting firm. He draws on his experience as a senior manager at EPA where he served as a Deputy Division Director and Branch Chief in the Office of Civil Enforcement. During his tenure at EPA, Jon both prosecuted and supervised various complex enforcement matters and litigation affecting numerous industrial sectors, including, chemical manufacturing and agribusiness. His clients include international and domestic pesticide producers, start-up technology companies, and trade associations. He joined EPA in 1987 as the first full-time attorney advisor to EPA’s Office of Administrative Law Judges. In 1989 he became an enforcement attorney in EPA’s Office of Civil Enforcement’s Toxics Litigation Division, was designated a Department of Justice trial attorney, and later served as the division’s Deputy Director co-managing EPA’s nationwide chemicals and pesticides civil enforcement programs. In 1994 he was selected to be a Branch Chief in the reorganized Toxics and Pesticides Enforcement Division. In 2000 Jon joined EPA’s criminal enforcement program where he specialized in environmental crimes involving EPA’s chemicals and pesticides laws. From 2002-2006 he served in the Washington Area Criminal Investigation Office as a regional criminal enforcement counsel where he investigated environmental crimes under all of EPA’s statutes. He then assisted the Department of Justice in prosecuting these cases as a Special Assistant U.S. Attorney in Maryland, Virginia, and the District of Columbia. Prior to entering the EPA Jon specialized in international taxation at the former Coopers and Lybrand accounting firm (now known as PwC) and BNA, Inc. (now known as Bloomberg BNA). Jon holds a B.A. from Trinity College, a J.D. from the Benjamin N. Cardozo School of Law, and a Masters in Taxation from George Washington University’s National Law Center.
