I assist the federal government and industry in navigating the intersection of IT Procurement Initiatives, IT Policy Initiatives, and IT Security Initiatives. Built a community of over 160 federal agency and industry personnel focused on scoping the technical terms and components of a mobile infrastructure, including wireless carriers, device manufacturers, mobile security solution providers, expense management providers, and other industry niches. Regularly advise and consult with other federal agencies on strategy development, wireless data initiatives, and considerations for the deployment of mobile technology in a way to enable agency missions.

This proram was launched as part of the US Government Digital Government Strategy as the federal government sought to begin transforming the digital footprint to meet citizen and agency needs. I oversaw the strategic development, communications, performance management, financial management, human capital management, business development and marketing involved in the creation and execution of the Government-Wide Enterprise Mobility Program. Achieved significant adoption for the government-wide national wireless carrier agreements through a strategically focused, customer centric program and operational approach. Developed innovative approach for identifying market niche and players for wireless telecommunication delivery, security, and management for increased federal savings and adoption.

Advised and assisted the US International Trade Commission in creating and executing an weeklong program with representatives from 12 Eastern European and Central Asian countries of the FSU on the topic of "Procurement Policy, Systems, and Security".

Developed and administered complex government-wide procurement vehicles valued at over $3B to facilitate the adoption of cloud computing, federal mobility, and other federal CIO initiatives. Served as contracting officer for internal divisions and procured a variety of IT services to support internal programmatic initiatives. Achieved working knowledge and subject matter expertise in acquisition strategy development, requirements definition, pre-award contract development, and post-award contract management. Managed a portfolio of 100+ IT multiple award schedule contracts worth $415,000,000 in federal sales.

Provided corporate oversight for IT, IT support, and Knowledge Management projects and contracts at the Library of Congress, DOD, and the National Library of Medicine while re-establishing the company’s credibility within LOC by creating hands on, customer centric approach to government relations. I directly managed over 40 employees and performed the following human resource functions: recruiting, hiring, salary negotiations, performance reviews, development and implementation of performance improvement plans when appropriate, employee termination, and making recommendations for bonuses and pay raises.

Served on a short term US State Department funded project where I was responsible for program oversight and execution pertaining to specific regions in Ukraine.

Dniperpetrovsk/Kyiv, Ukraine

Served as business/organizational consultant for a number of Ukrainian non-profits. Responsible for business capture, organizational restructuring, and board development for 3 organizations. Serving as VP of Development I successfully restructured one organization and developed market, engagement, capture strategy that took the organization from the red to the black in 3 months. Also established a business center in small Ukrainian city in eastern Ukraine, with USAID funds, that became profitable in less than 1 year and became a model for this funding organization.
