Mr. Thomas is in-charge of the firm’s program management group, which provides integrated facility planning, design monitoring and management and project/construction management services. In addition to providing executive level project management on the firm’s large construction management contracts, Mr. Thomas participates in all programming and planning assignments, design reviews and work plan/schedule development. He also developed and continues to improve the firm’s project controls systems. Those systems include program development systems, cost modeling and tracking systems, modeled CPM schedules, labor tracking systems and project administration systems.Mr. Thomas is regularly engaged as an expert in building construction-related matters and has testified as an expert in numerous arbitration hearings as well as in court cases, including cases in New York, Pennsylvania, Maryland, Texas, West Virginia and Wyoming. The topics of his expert witness assignments have included a variety of construction management-related issues including: project constructability, defective construction, scheduling, delay impact, loss of productivity, contract packaging, construction manager standard-of-care and construction cost estimating.In addition to his role as president at Thomas & Williamson, Mr. Thomas is the president of LLM Properties, LLC and serves on the Board of Directors for the Verland Foundation, a non-profit organization, which serves individuals with intellectual disabilities. He has previously held public office as committeeman in Ross Township, Pennsylvania and has been an active member of the Pennsylvania Association of School Business Officials (PASBO) since 1995.Mr. Thomas has presented in various venues, addressing a variety of building and construction-related topics for students, educators, school administrators, attorneys and construction industry professionals from organizations including the Council of Educational Facilities Planners International (CEFPI), the Associated Builders & Contractors (ABC), the Engineer’s Society of Western Pennsylvania and the Allegheny County Bar Association. He has also been a guest lecturer for the Tri-state Area School Study Council at the University of Pittsburgh and for the educational leadership program at Duquesne University.
