I am a Project Engineer/Manager for the evaluation, research, writing, presenting and processing of enforcement actions per California Code of Regulations, Title 23, Division 1, Waters (Title 23) for noncompliant unauthorized encroachments along and within the State Plan of Flood Control (SPFC). I also evaluate, research, write, present and process encroachment permits from permit applications submitted to the CVFPB when needed; have managed the AB 162 Program and part of the United States Army Corps of Engineers (USACE) Levee Periodic Inspection Program; along with reviewing and commenting on the Central Valley Flood Protection Plan. I work with local maintaining agencies, cities and counties to comply with USACE levee maintenance standards and State regulations by enforcing Title 23 which governs the SPFC. I also help to provide Local Maintaining Agency (LMA) assistance with various State and federal inspection programs, as well as provide LMA support with meeting federal Public Law 84-99 Rehabilitation Program requirements. I also prepare reports and make presentations to management and Board members at Board meetings and workshops on enforcement cases. I have also helped develop, mentor and grow the Enforcement Section, which was first established in 2009, for almost the past 10 years as an experienced senior CVFPB staff member.

I was the Acting Chief of the Enforcement Section at the request of the CVFPB Executive Officer, Chief Engineer and Operations Branch Chief from April 2018 to October 2018, directing the work of the Enforcement Section, ensuring that projects constructed within the SPFC and designated floodways adhere to federal and State flood control laws and CCR Title 23, and to identify and act on CVFPB encroachment permit condition violations. I also provided personnel training and development to Section employees, participated in recruitment efforts for the Section, conducted performance reviews on Section employees, and reviewed staff reports and presentations to ensure exceptional staff work products. I also prepared and made reports and presentations to management and Board members at Board meetings and workshops. I also worked with the USACE, technical consultants, stakeholders, LMAs and the public to meet the CVFPB’s mission and goals. I did all the above duties while also evaluating, researching and writing many enforcement actions that were also assigned to me while being the Acting Chief of the Enforcement Section.

State Of California

While employed as an Engineer, Water Resources in the Enforcement Section for the Central Valley Flood Protection Board, I answered the request from the Governor's office for State employee volunteers to assist with California's COVID-19 response after the pandemic started in the spring of 2020. I was selected to help in May 2020 and then received subsequent training to become a Certified Contact Tracer for the Los Angeles County Department of Public Health (LADPH). I was then reassigned to be a COVID-19 Case Interviewer, Contact Tracer and Vaccine Scheduler for LADPH. I helped save lives and stop the spread of COVID-19 in the Los Angeles County for over a year teleworking from home.

Lancaster, California

As Chief of Lancaster Project Headquarters (LPH), I planned, lead, organized and managed the staff to continually maintain the southern and mid-central portions of the State Water Project (SWP) for water contractor deliveries. I also supervised the administration of construction contracts to ensure contractor and subcontractor compliance with various plans and specifications; responded to Requests For Information from contractors performing work for DWR; helped write serial response letters to contractors, developed Memorandum Directives for required changes to contracted work, helped developed budgets in DWR’s computer system; supervised 5 Department employees and 11 contract construction management employees, along with personnel provided through personal service contracts for construction project management services, lab & soils testing, land surveying and civil service staff. I also answered numerous letters and calls from the public and other contractors, inspected existing and future construction sites, and attended construction meetings in the field at LPH and other meetings in Sacramento. I estimate the budget I oversaw ranged from $10 to $30 million dollars depending on staffing levels and the amount of construction work done in any given year at that time.

I was a Project Engineer/Manager for the evaluation, research, writing, presenting and processing of encroachment permits from permit applications submitted to the CVFPB; a team leader for the processing of special encroachment permit applications along the left bank levee of the Calaveras River in Stockton, CA; and a team member for the processing of encroachment permit applications along the left bank levee of Bear Creek in Stockton, CA, which turned into enforcement actions and eventual removal of encroachments. I also processed maintenance letters, time variances, other agency requests and public inquiries for information related to encroachment permits. I also took on the duties of the encroachment permit application intake staff position upon a senior permitting staff member's retirement. While performing those permit intake duties, I also evaluated, researched wrote, presented and processed many encroachments permits from permit applications submitted to the CVFPB. I also refined the CVFPB permit intake process to closely follow CCR Title 23 and improved the CVFPB permit file folder organization.

I was a Project Manager/Engineer for the following projects: quarterly & monthly Wastewater (WW) reports to the Regional Water Quality Control Board, Closed Circuit Television Inspection Truck Procurement, Wastewater Treatment Plant (WWTP) Grinders Procurement, Sanitary Sewer Management Plan, 27” Sewer Rehabilitation Project, Citizens Wastewater Project Committee, Salinity Education and Outreach Program, WWTP Headworks Improvement Project, Storm Drainage Pond C Project, City-wide GIS Start-up Project, Southeast Area Development consisting of a 400-unit residential subdivision and the new Dixon High School, Retrofit Installation of ADA Ramps in the old core area of Dixon, 2006 Street Resurfacing Project, Federal Aid Stratford Avenue Resurfacing Project and Core Area Drainage Study Revisions and Implementation. I also supervised 1 engineering technician in the design, construction and inspection of public infrastructure projects and multiple consulting firms for the projects previously listed above. I also assisted with the review of sewer line inspection videos to assess and determine existing condition of pipe; reviewed environmental referrals, other agency referrals, tentative and parcel maps, site plans, conditional use permits, street improvement plans, development proposals and City capital improvement projects, making recommendations for conditions of approval on such documents. I also attended multiple public City meeting and other agency meetings on the City’s behalf. I also responded to citizens’ complaints and/or concerns; provided work direction and guidance to other City employees; and addressed all the City’s traffic engineering issues for my first month and a half of employment with the City.

I oversaw 22 people performing operations and maintenance work on the City’s water distribution and production systems, along with the City’s sewer and storm drainage collection systems, and associated infrastructure construction. I directly supervised the Water Maintenance Supervisor and Collections Maintenance Supervisor, recruited new employees, complied with water standards, guided the City’s new sewer inspection and cleaning program, developed a water valve exercising and water main flushing program, investigated needs for expanding the City’s water meter reading program and future water meter installation program. I provided input on development review plans and proposals, worked with the CityWorks maintenance management system and obtained training for the maintenance workers who will be using that system out in the field, and assisted in arranging safety and employee development training. I developed the City's first Bikeway Master Plan and obtained 100% State and Federal funding to implement the first 3 phases of this Bikeway Master Plan. I updated and rewrote the City's encroachment ordinance; updated and rewrote Public Works Department contract documents; designed plans and wrote specifications for Capital Improvement Utility and Building Projects; along with conducting project and construction management for Capital Improvement Utility and Building Projects. I also supervised 4 engineering technicians and aides in the construction of public infrastructure projects. I designed, wrote, reviewed plans & specifications for various traffic and civil engineering projects such as new traffic signal installations and modifications of old traffic signals to new standards.
