I am a Project Engineer/Manager for the evaluation, research, writing, presenting and processing of enforcement actions per California Code of Regulations, Title 23, Division 1, Waters (Title 23) for noncompliant unauthorized encroachments along and within the State Plan of Flood Control (SPFC). I also evaluate, research, write, present and process encroachment permits from permit applications submitted to the CVFPB when needed; have managed the AB 162 Program and part of the United States Army Corps of Engineers (USACE) Levee Periodic Inspection Program; along with reviewing and commenting on the Central Valley Flood Protection Plan. I work with local maintaining agencies, cities and counties to comply with USACE levee maintenance standards and State regulations by enforcing Title 23 which governs the SPFC. I also help to provide Local Maintaining Agency (LMA) assistance with various State and federal inspection programs, as well as provide LMA support with meeting federal Public Law 84-99 Rehabilitation Program requirements. I also prepare reports and make presentations to management and Board members at Board meetings and workshops on enforcement cases. I have also helped develop, mentor and grow the Enforcement Section, which was first established in 2009, for almost the past 10 years as an experienced senior CVFPB staff member.
