GeoControl Systems provides project management and engineering support to the International Space Station (ISS) program. I provide project management and technical support to current payload process improvement activities and new internal research and development projects. I continue to support this firm on a part time basis.

GeoLogics Corporation produces mission critical solutions and provides technical support in the areas of research and development, engineering, communications, software, and systems development. GeoLogics provides first-class specialized R&D and engineering services to companies so they can concentrate in their core business areas. As a member of their technical staff, I provide program management consulting services to a Houston based client. Consulting work in progress or recently completed includes the following:• Evaluation of current processes associated with high cost asset management and preparation of process improvement recommendations to allow for timely disposition and/or retirement of assets.• Evaluation of investment options and preparation of recommendations for Research and Development (R&D) future work that will support company growth consistent with shareholder expectations and budgetary targets.

Excalibur Almaz (EA) is a commercial company developing a unique space transportation opportunity for investors interested in long term future earnings. As the Vice President of Product Development, I was responsible for defining a set of products and related services that capitalized on the past investments of Fortune 100 companies and their foreign equivalents. In addition, I provided the technical and business leadership for this Engineering, Procurement and Construction management (EPCm) effort. During my 5+ year tenure with this firm, I developed and provided the required potential investor products and managed a portfolio of on-going product development efforts of an international team comprised of U.S., German and Russian contributions. Specific accomplishments included: • Defined the program methodology and approach required to accomplish this >$1 billion international multi-discipline EPCm project using multiple organizations located at multiple domestic and international sites capable of providing substantial potential investor return on investment. • Defined EA’s Program Management Organization (PMO).• Directed all aspects of the initial stages of development program to establish the intellectual property necessary to create the ability to seek second round investor financing.• Led Supply Chain management efforts within the company inclusive of potential team/vendor identification and qualification, procurement package preparation, procurement response evaluation, vendor due diligence performance including shops/facilities inspections and final source selection.• Performed all business management functions for EA’s technical organization and worked directly with the Chief Financial Officer to establish operating budgets, cost estimates and projections, develop and status metrics of individual project element performance and implement the program within available funding constraints.

ARES is a small business specializing in program management, risk management, safety and reliability assessments for large Engineering, Procurement and Construction management (EPCm) firms, government agencies inclusive of the Department of Energy, Department of Defense, Department of Homeland Security, NASA and other smaller enterprises. I acted as a business management and technical consultant responsible for the performance of numerous managerial and technical consulting projects including: • Technical and management evaluations of several energy related projects resulting in identification and evaluation of associated development risks (technical, cost and schedule) and definition of potential improvements to increase profitability • Performance of a process audit and gap analysis of an EPCm company’s commercial development activities to bench mark them vs. industry standards, identify gaps and define approaches to mitigate construction, integration and test risks and improve profitability• Performance of assessments of an EPCm’s troubled projects (qualitative and quantitative) and development of recommendations of recovery options including application of statistical methods for the identification and quantification of target processes for improved cost and schedule performance.• Evaluations of technology and market trends to identify best product mix and targets for new product development• Preparation of process maps and evaluation of existing processes to incorporate Lean strategies for process improvement.• Preparation of Knowledge Based Risks (KBRs) based on lessons learned from past large scale integration projects • Successful leadership of numerous proposals.

The Boeing Houston organization led the Shuttle and International Space Station (ISS) EPCm programs for NASA. I was the responsible portfolio and cost account manager for multiple projects staffed by over 200 Boeing employees located in Texas, Alabama, Florida and multiple sites in California. Accomplishments include: • Created and led a PMO responsible for engineering, procurement, construction and integration of complex space transportation logistics equipment through the application of Boeing’s program management best practices. Cumulative sales were > $130 million over this 4 year period. Typical PMO project mix was >20 on-going projects at any point in time with an operating budget of over $45 million during peak years. Successful job performance required significant customer interaction to assure customer satisfaction. As a result, my PMO provided significant business growth for the company and received two awards from the NASA Administrator and one award from the NASA Johnson Space Center.• Created and led an Integrated Product Team (IPT) to perform a $12 million fixed price international program with the Brazilian government for the design of an experiment/logistic space based facility. This project required direct interaction with foreign government regulators, the Brazilian Ministry of Science and technical personnel to establish program technical, quality, safety, documentation and infrastructure requirements and contract deliverables to assure customer satisfaction. The project also required identification and evaluation of potential Brazilian supply chain providers. The project was completed on schedule and below cost, providing greater than anticipated profitability for the company.• Established and monitored metrics to assure continuous improvement in the key areas of business growth and customer satisfaction inclusive of improved product and service quality, application of outsourcing, and customer on-time and on-quality delivery.

Boeing North America was a company formed through the acquisition of Rockwell International's Space and Defense business unit. As Director, I was responsible for the technical and managerial direction of over 120 technical and administrative personnel performing mufti-disciplined EPCm technical, analytical, safety and logistics activities with a yearly operational budget of over $25 million. Additional management responsibilities included identification of opportunities for and subsequent reduction of operating costs and employing outsourcing alternatives to position the company for competitiveness. As a result of exemplary management efforts, I was awarded the Boeing President’s Award for outstanding company contributions. Accomplishments during my tenure as Director include: • Capture of several new projects providing ~20% growth for my organization• Coordination of design and development activities with US and foreign government agencies inclusive of NASA, Department of Defense, Japan, Europe and the Russian Federation• 20% reduction of operating costs and 15% increase in efficiency metrics• Successful and timely completion of all product for the customer resulting in receipt of numerous customer team awards and commendations.

GB Tech is a small business providing support to government and commercial industries. As Program Manager - Life Sciences, I had overall project management responsibility for a $20 million/year subcontract that provided over 170 engineering, science and business administrative personnel to the Life Sciences organization through a subcontract to Lockheed Martin. Management accomplishments included: • Timely delivery of all contract deliverables related to research, development, integration and operation of biomedical experiment equipment. • Selection, acquisition, and supervision of required staff inclusive of software and hardware development engineers and business administration personnel.• Management of personnel benefits, salaries and facility costs to ensure profitability.• Led internal continuous improvement efforts focused to define and establish the highest profitability and return on investment options for the contract.

Cimarron is a small business providing software development and engineering services to oil and gas, commercial and government customers. As engineering director, I was hired to define, establish and lead a start-up organization to add diversification, improve profitability and compliment Cimarron’s existing software development business base. Accomplishments include: • Successful development of the start-up organization inclusive of project identification, proposal development, vendor identification, qualification and selection through subsequent project implementation resulting in successful Oil and Gas, NASA and other commercial projects. • Led the teams responsible for project performance including contract negotiation, staffing, project and supply chain management, product development, manufacturing, assembly and delivery.• Acted as Project Manager for several software development projects and multiple internal research projects including preliminary design of two robotic/teleoperated systems.• Established the required organization processes and procedures inclusive of project management, configuration management, supply chain management and quality assurance.

ILC Space Systems was a division of ILC Industries, a large business provider of government and commercial products. As deputy program manager, I assisted with the transition of the company from a service provider to an EPCm provider, establishment of the PMO, definition of team integration strategies and the management of program activities for a program valued at >$150 million. Deputy Program Manager and Advanced Programs Manager accomplishments included: • Successful proposal manager culminating in an ILC contract initially valued at $100 million. Subsequent growth of this contract through approved contract changes valued the program at over $150 million.• Defined the program organization for transition from service provider to EPCm provider.• Identification of multiple new business candidate technologies with potential high payback yield.• Led the design and production efforts of multiple complex equipment items inclusive of a modular refrigerator/freezer system and other Heating, Ventilation and Cooling (HVAC) components from design through prototype development and subsequent testing.

Rockwell International is an EPCm supporting government and commercial programs worldwide. I was responsible for advanced engineering and business management tasks related to equipment development, equipment integration, test facility definition and development and ground processing.
