Senior Civil Servant leading the team responsible for the overall policy plan as we radically reform agricultural subsidies in England. As well as ensuring to talk to, and learn from farmers as we make these changesThe team and I are responsible for repurposing agricultural policy in England so it rewards farmers for improving the environment and animal health and welfare. We set overall strategy and ensure we have a plan for achieving it, making use of the current £2.4bn/ year of public monies. In addition to setting and maintaining strategic direction and the overall policy plan, the team lead on our programme of statutory instruments, subsidy control, relationships with the Devolved Administrations and promoting our reforms internationally. I also lead the teams responsible for delivering our communication, engagement and marketing strategy. We are ensuring that we talk to and learn from farmers, building support and addressing concerns across the sector.

My team and I were responsible for ensuring English agriculture policy across the seven years of the agricultural transition is coherent, credible and consistent with our agreed strategy. The team were responsible for securing Royal Assent for Part 1 (and cross cutting issues) of the Agriculture Act (202). In addition, the role included leading on the programmes strategic business case (£2.3bn/year); cross-Whitehall agreement and senior and ministerial briefing. We are also the test bed for new and innovative policy development.

During the initial pandemic response, I was asked to jointly lead the team responsible for access to labour across Defra sectors including seasonal agricultural workers. The team and I developed, drafted and published multiple pieces of guidance for the sector. We also initiated and coordinated the 'Pick for Britain' campaign significantly increasing the number of domestic workers within the horticultural sector. Related to that, I worked across Government to implement an alternative border quarantine arrangement for seasonal agricultural workers - protecting public health and food security.

Member of the BSI Committee responsible for the development of two British Standards: - Biodiversity Net Gain Part 1 – Biodiversity net gain in project design and pre-construction- Biodiversity Net Gain Part 2 - Biodiversity net gain in project construction and project operation (on site and off site)Committee members work within the BSI to create, shape and finalise the standards. The BSI is the UK's National Standards Body.These standards will make an important contribution to formalising biodiversity net-gain within planning policy and implementation.

Senior Policy Adviser supporting and representing the CLA membership on conservation and land management issues. My role included developing and influencing a range of land use policy areas. I was the CLA policy lead on topics relating to environmental land use; such as agri-environment schemes; payments for ecosystem services; biodiversity compensation; and, natural capital. I also provided CLA members with advice and guidance on these issues.

Building on my policy evaluation experience I was a Fellow at the Centre for Evaluating Complexity Across the Nexus (CECAN). CECAN is a Research Council led project jointly funded by ESRC, NERC, Environment Agency, Defra, BEIS and the Food Standards Agency. The aim of CECAN is promote 'evidence based policymaking' by finding ways for the results of evaluation to both inform policy and reflect back onto future policy design.My Fellowship subject is titled 'evaluation across the nexus: current context; characteristics; and, challenges'. Contributed to Review of the European Commission's Thematic Strategy for the Prevention and Recycling of Waste. Specifically working on data and GIS analysis to understand current Member State performance. In addition undertook analysis of the environmental impacts of waste management and possible trends as a result of changes in EU policy and the international influence of the EU's waste policies.Also contributed to a Review of UK Bio-energy policy for a consortia of NGOs, including the RSPB, Friends of the Earth and the Woodland Trust. Tasks included mapping the policy landscape to understand the areas that are driving bio-energy policy (such as the Climate Change Act and Landfill Directive) as well as the areas of delivery (for instance environmental stewardship and woodland grants), also undertook interviews with stakeholders and contributed to the preparation of the final report.Other duties were analysising EU policy and producing sumaries on developments or trends for clients via the European Intelligence Service.

Working on two ship clusters Through Life Support contract for Ministry of Defece - Defence Equipment and Support (DES) Afloat Support Unit (AfSUP). Including managing performance, risk and innovation on large scale international ship repair packages. Entailed managing performance management system that was central to retaining the contract.In addition to this core role I was involved in the energy efficiency team, setting up a data collection system in-line with the yard's 14001 certification, promoting behavioural change and planning and managing large infrastructure improvement programmes to reduce greenhouse gas emissions. Also undertook a study into the feasibility and planning constraints of developing on site renewable energy generation and a review of the yard’s recycling systems to optimise revenue and minimise environmental impacts.
