About Jonathan Barr
I am currently a Senior Director at Innovation, Science and Economic Development Canada. Previously, I was the Director of Policy, Research, Analysis, and Geomatics within Employment and Social Development Canada, where I led a team of researchers and statisticians looking at emerging labour market and skills trends across Canada. Before ESDC, I was a Deputy Head of Division within the OECD's Centre for Entrepreneurship, SMEs, Regions and Cities for almost 10 years. At the OECD, I led a team of economists looking at global issues related to employment and economic development, publishing more than 40 reports across 30 countries. Prior to joining the OECD, I worked for the Ontario government in Canada, where I led numerous policy projects related to employment, skills, and early childhood education. I also worked at the Canadian Mission to the European Union in Brussels supporting negotiations for a new Canada-European Comprehensive Economic and Trade Agreement. I have a Masters of Public Administration from the University of Victoria in British Columbia, Canada.

I am the Director of the Policy, Research, Analysis, and Geomatics division within Employment and Social Development Canada (ESDC). My team conducts policy research (both planned and ad-hoc) in support of policy and program development that deal with a number of labour market issues. The division is also engaged in research management and coordination activities including leading several research committees and SEB’s Data Strategy, coordinating data access, governance and data linkage issues for the Skills and Employment Branch. The division also provides mapping services to the entire department, with key support to the Employment Insurance program and the Service Canada service delivery network.
