Program AnalysisManaged a portfolio of security programs relating to crisis preparedness, local guard force management, and security and investigative support for consular operations. Worked successfully to obtain a stipend increase for local law enforcement after 20 years of no change which allowed them to focus on protecting the U.S. Embassy versus constant personal financial struggles.Conducted an annual analysis of visa validation reports, highlighting visa irregularities to U.S.-based law enforcement in an effort to develop possible crime trends and potential criminal activities. Liaison EffortsServed as the primary conduit for all non-resident U.S. law enforcement agencies to include the FBI, DEA, Homeland Security Investigations and Immigration and Customs Enforcement (ICE), Department of Treasury, and Department of Commerce. Worked extensively with ICE Enforcement and Removal Operations to coordinate deportations of unlawful Iranian citizens. Established and maintained strong relationships with Baku law enforcement personnel to allow for Iranian deportees to transit and board outbound flights to Tehran. Spearheaded Personnel Recovery Policy through extensive liaison efforts with DOD's European Command, FBI Legal Attaché, Consular, and the intelligence community to further advance Embassy’s ability to prepare, prevent, and respond to the recovery and reintegration of isolated personnel. Information ManagementEstablished a Cyber Security Working Group between the Embassy and Azerbaijani Special Presidential Protection Services to discuss new methods and technologies to better protect sensitive information. Worked with Counterintelligence Working Group (CIWG) to investigate and conduct surveillance operations to determine the level of vulnerability that existed for personnel and facilities.

Resource ManagementAssisted in implementation and management of all post security programs in order to protect personnel, facilities, and information from the threat of terrorism, hostile intelligence services, and criminal acts. Managed $9M+ and 700+ personnel responsible for maintaining the safety and security of people, facilities, and materials.Integrated elements of the Surveillance Detection program and the Ambassador's Protective Detail to enhance protection capabilities and ensure adequate resources. Designed and implemented a social media monitoring program to provide advance notice of spontaneous protests in the high crime post. TrainingOrganized and taught classes with New York Police Department (NYPD) officers to Haitian police on effective investigative techniques and proper policing strategies.Worked with NYPD officers to set up anti-crime units resulting in a major drop in kidnapping-for-ransom cases across the country. Established new courses of training for an improved local guard force skillset (rescue swimming, WMD, scenario-based reaction training). Crisis ManagementLed the evacuation of a 38-unit U.S. housing compound when demonstrations turned dangerous, and safely moved everyone to a more secure location.Worked with government and industry partners in a multi-organizational command center to monitor major hurricanes with trajectories affecting Haiti. Managed the pre-positioning of local guard mobile units in critical junctures throughout the city and conducted route analysis to advance response and recovery efforts. Developed a daily detailed route analysis report used by leadership to understand potential conflict areas and mitigate risk while traveling around the city.

Visa and Passport FraudLed and conducted surveillance operations for a high-impact visa fraud case involving multiple federal law enforcement agencies examining a large-scale criminal enterprise, resulting in over 52 administrative and criminal arrests as well as successful prosecution for DS charges. Handled visa and passport fraud cases requiring Visa and Passport Unit (VPAU) analysis using GPS cell phone location monitoring, and processing of large amounts of data to incorporate into arrest plans and fugitive recovery operations. InvestigationsCollaborated on investigation of major search warrant operation involving recovery of millions of dollars of USG property used as evidence of crime.

Risk ManagementSupported the Department of Homeland Security's Office of Infrastructure Protection's Protective Security Coordination Division to develop a more comprehensive national approach to domestic incident management. Coordinated DHS' Infrastructure Visualization Platform (IVP), data collection and presentation medium, with Las Vegas Metropolitan Police Department in preparation for national special security events.
