Implemented virtualized hosting solution using Agile for a big data analytic environment creating a Universe of Transactions for all Defense Agency accounting information, representing 25% (40 large defense agencies) of Department of Defense’s budget. Evaluate technical solutions for enterprise services, infrastructure, cyber security, and advanced analytics, improving mission performance and efficiency in reallocation resources. Identified substantial savings from IT in DOD.Drove discovery of technical/process solutions to mitigate risk using lower cost computing power coupled with advanced analytics, such as machine learning. Designed a “Data as a Service” solution to support enterprise-wide financial performance monitoring and executive decision-making, using the CRISP data management model analyzing data from multiple sources: Excel, SQL, ORACLE and SAP databases, applying business intelligence tools, dashboard, data query and reporting capabilities. Recruited as the Director for the largest directorate in the Department of the Navy, Chief Information Officer (DON CIO) to push innovation and the analysis of industry best practices to optimize the business IT system, application portfolio, and IT infrastructure. Analyzed large IT Navy budget and led 25 Directors/ Sr. Analysts. Developed innovative process to virtualize data center applications and optimize hosting : AWS, Azure, DISA cloud solutions — leading to a consolidation to save energy, dollars, and manpower. Recruited to start up IT Services Company in DC based on previous work for CellExchange Federal. Provided oversight of OSD’s Force Health Protection and Readiness Programs operations and administrative contract for SPS, supporting OSD’s ~2.1M active, mobilized, and reserve members. Grew a new IT services company in the federal workspace to a multimillion-dollar operation within two years, with 20 FTE’s. Also managed several SPS mission improvement and risk mitigation projects for the Office of the Secretary of Defense (OSD), including managing the administration and analysis of the Gulf War Illness tracking ORACLE database monitoring 425,000 deployed troops. Additionally, created a Joint combatant commander pandemic situational awareness tool providing actionable logistical insight in the event of global or regional health crises. Also created a VisualDx demonstration and installation project throughout the US Navy medical community improving rapid diagnosis and treatment at local and remote facilities.

Brought in as a program manager to lead the requirements definition, project planning and execution for the Office of the Secretary of Defense’s Force Health Protection Command Surgeon Web Portal, increasing, situational awareness, risk mitigation and decision-making knowledge for the Joint war fighting theater Commanders. Led the development team SDLC project planning, execution, quality control monitoring. Also created bi-weekly performance presentations to executive level decision-makers, while supporting 250,000 + deployed OSD active and reserve members. Led development team through the SDLC leveraging modular code to create iterative innovative solutions for global health monitoring delivering new functionality every two weeks.
