New York State Economic Development Agency• Coordinate all legal matters with bankers, counsel and Governor’s staff related to the issuance of over $3.1 billion in taxable and tax exempt bonds by the state economic development agency, including over $1 billion in refundings. Provide legal representation for internal staff on real estate matters and the State’s economic development grant program. Supervise all legal aspects of maintaining $1 billion housing portfolio until sold and $2.3 billion investment portfolio. Instituted and coordinated legal framework in compliance with federal tax law to dispose of State’s underutilized prisons. Recently formed the New York Transportation Development Corporation, a not-for-profit corporation that is issuing bonds to finance two terminals at JFK Airport and a new central terminal at LaGuardia Airport. • Sole attorney at Empire State Development who examines and evaluates all documentation related to $7.2 billion debt portfolio, including the recent refunding of $700 million of Javits Convention Center bonds.• On behalf of the Liberty Development Corporation negotiated legal terms of the $1.65 billion Liberty Bond financing for the global headquarters for Goldman Sachs and Liberty Bond financings of 1, 3, 4 and 7 World Trade Center.• Formed and oversaw governance of not-for-profit corporations authorized to issue tax-exempt bonds.• Negotiated easements and licenses related to extending a portion of The Highline owned by the Convention Center Development Corporation.• Negotiated easements and licenses related to extension of Subway No. 7 Line to 34th Street, including staging area, physical support and relocation of Convention Center HVAC exhaust.
