Designed and planned implementation of a Primary Care Case Management pilot program for the health network and Connecticut Department of Mental Retardation as a potential model for future statewide delivery of quality health care.

Founded and expanded the New York subsidiary corporation to have an operating budget of $5 million, over 100 employees, 12 residential locations, a day program building and a comprehensive neurorehabilitation center. Community-based services are for people with acquired brain injury and similar or related disabilities. Member of strategic intercorp upper management team for consolidated operations totaling $34 million annually, with over 700 employees and programs for disabled citizens throughout Western Connecticut and the Hudson Valley Region of New York.

leadership, administration and development of all residential facilities, services and staff with a $13 million budget, 350 employees and over 40 locations throughout Western Connecticut. Services to over 200 people with acquired brain injury and/or developmental disabilities. Developed first five community-based intermediate care facilities for people with brain injury in the country, and first private agency supported independent living programs for people with developmental disabilities or acquired brain injury in Connecticut.

Leadership, administration and supervision for campus-based school program and residential operations serving 50 children and 100 adults with severe and profound developmental disabilities referred and placed by school districts throughout New York State. Drafted and implemented policies and procedures to comply with emerging state regulations within State Education Department and then newly formed Commission on Quality Care. Utilized doctoral students at Columbia University Teachers College Applied Behavior Analysis Program as specialized teachers with students with severe self-injurious behaviors.

Administration and supervision of campus-based residential school program for 30 adolescents with emotional disturbances and learning disabilities. Developed several innovative training programs utilizing ESEA-1 federal funds.
