Regional directors act on behalf of the Secretary of State for Education.Regional directors’ main responsibilities include:- addressing underperformance in schools, academies, children’s social care and special educational needs and disabilities (SEND) services, offering support, and where necessary intervening, to deliver rapid improvement- taking decisions on academy sponsor matches and significant changes to academies- deciding on new free schools- taking decisions on the creation, consolidation and growth of multi-academy trusts (MATs)- supporting local authorities to ensure that every local area has sufficient places for pupils- delivering across a number of key programmes by building the department’s presence locally through working closely with stakeholders, local authorities, MATs, Ofsted, and other local government departments- making sure local needs inform policy development- leading the response to area wide special educational needs (SEN) inspections, ensuring effective challenge and support to enable areas of weakness to be remedied quickly- taking the lead on ensuring there is an appropriate response to safeguarding cases arising in academies in their region, working closely with local authorities and Ofsted- promoting financial health in the academy trusts and free schools sectors- leading on ensuring strong governance in academy trusts – this does not include financial governance issues as they are overseen by the ESFA- delivering across a number of key programmes emerging from the schools white paper, the SEND and AP green paper, and from the care review

Led negotiations with teacher unions over application of 1% pay award in 2014 and on pay matters raised in their trade dispute.2. Implemented recommendations of the independent School Teachers' Review Body (STRB) introducing performance-related pay in schools and reforms to leadership pay. 3. Led arrangements to monitor implementation of performance-related pay in schools, via informal intelligence gathering, an independent research project and working with analysts to develop a new teacher pay bill model. 4. Provided senior cover for DfE Industrial Relations Unit (G6) during recruitment gap (2 months); briefed new Secretary of State on relationship with teacher unions and prepared DfE response to industrial action by school support staff.

Leading reform of legislation and support for 16-25 year olds with special educational needs in the further education sector.1. Delivered biggest reforms in 30 years for young people aged 16-25 with learning difficulties in the 2013 Children and Families bill. Campaign groups cited post-16 reforms as the most positive in the bill and “to be applauded”.2. Negotiated extension of key legal rights to 16-25 year olds in further education with BIS Ministers and the Association of Colleges3. Led my division through 12 months of Parliamentary debates, with over 500 amendments on SEN alone; negotiated directly with Peers to agree concessions and deputised for Deputy Director Nov–Jan 2013.

Undertook a rapid-response project across three Divisions/two Directorates in January 2012 to manage fallout from reclassification of the Engineering Diploma, receiving strong personal feedback from the Secretary of State.
