Oversee the nation’s largest public mental health department, serving a region of 10 million people with over 250,000 clients suffering from serious mental illness annually, tens of thousands of whom are homeless, in jails, in juvenile halls or in the foster care system; direct program design, development and administration for a $3 billion budget that aims to deliver easily accessible, high quality, integrated care; collaborate across public and private sectors to support County priorities; practice “street psychiatry” in Venice, Hollywood and Downtown "Skid Row." Selected Accomplishments: • Prompted key statewide policies (including AB 114) through partnership with the LA County Board of Sup. and CA Legislature to protect County funding from State laws and regulations (prevented $220M from reverting to State).• Influenced CA’s mental health policy to spur: incorporation of novel technological treatment paradigms into the public mental health system; reform of outdated laws that govern involuntary treatment; certification of peer support as a mental health service; enforcement of “parity” in mental health; preservation of Board & Care. • Launched an enterprise-wide reorganization of the Department so it can focus on helping the most vulnerable and at risk get access to the care, housing and employment they need to stay in, or return to, community. • Engaged multiple public, private, academic and philanthropic partners to develop accountable service structures, create new workforce pipelines, and re-engineer programs and processes. • Led efforts to revitalize and further develop existing County-owned properties to create campus-based “restorative care villages” that offer comprehensive services to the County’s most vulnerable. • Developed and implemented the groundbreaking “Why We Rise” community engagement campaign, establishing a national model; shifted the attitudes and behavior of 14-24 year olds across the County; reached > 30% of youth in LA County.

Advised the “WLA VA Settlement Partners” (SecVA Robert McDonald and Ron Olson, principals) on efforts to end veteran homelessness in LA County and the development of a community on the WLA VA campus. Selected Accomplishments: • The WLA VA Master Plan, which incorporated over 1,000 comments through the federal registry, was ratified by veterans and military community stakeholders, approved by VA Secretary Robert McDonald and supported through a companion bill signed into law by President Barack Obama.• Veteran homelessness dropped precipitously relative to an increase in non-veteran homelessness following a year plus of focused attention and resource infusion provided by settlement partners.

Oversaw, expanded and innovated therapeutic and research activities and led various clinical policy recommendations for the organization’s national office and 33 regional affiliates that provide services in over 400 communities across the country. The enterprise-wide organizational operating budget was over $2 billion with 16,000 paid staff and approximately 60,000 volunteers in any given year. Served as agency spokesperson on military community-related activities, and helped build organizational capacity through partnership, fundraising and infrastructure development especially as related to grants and contracts. Selected Accomplishments: • Oversaw a two-fold increase in number of Veterans served through partnership with the VA• Created “battle buddy” navigation program that has seeded communities across the nation• Expanded low-barrier, low demand housing (first) inventory for chronically homeless• Created data collection and analysis systems to derive new impact metrics

Oversaw all of VA’s mental health programs serving Veterans across southern Florida’s Dade, Broward and Monroe Counties, including a full complement of ambulatory, residential and inpatient care services with a budget of roughly $125 million. Supervised clinicians across healthcare disciplines as well as administrators and other support staff. Managed multiple partnerships with non-VA entities including city and county governments, private healthcare organizations, public and private academic institutions, Veterans Service organizations and other stakeholders. Selected Accomplishments:• Created dedicated division for data collection and analysis to drive decision-making• Established same day clinics to reduce the unnecessary use of ER resources• Redesigned the physical plant for both ER and inpatient services

Los Angeles Metropolitan Area

Directly supervised psychiatrists and oversaw all mental health programs on the West Los Angeles VA Campus, including hospital and residential programs and myriad outpatient clinics for Veterans with the full spectrum of psychiatric and psychosocial issues. Outpatient clinic services included medication management, intensive recovery-based treatment programs and various evidence-based non pharmacological therapies. Diagnoses receiving particular focus included trauma, mood, psychotic, anxiety, personality and co-occurring pain disorders with resources specifically allocated for substance abuse, women’s mental health and both combat/non-combat stress. Selected Accomplishments:• Implemented a dedicated mental health clinic for Iraqi and Afghani Veterans• Expanded mental health and primary care integration through co-location• Initiated a consortium with nonprofits to house the homeless mentally ill

Directly supervised hospital psychiatrists, oversaw hospital and residential mental health programs, managed relationships with the court systems as pertain to Lanterman-Petris-Short (LPS) and Probate Conservatorships and contracted community-based treatment facilities (IMDs) for long-term, intensive residential care. Hospital services included 90 inpatient psychiatry beds divided into 5 wards and 300 residential care beds operating 5 clinical tracks. All beds staffed, according to acuity, by multidisciplinary mental health treatment teams, medical and surgical consultants as well as other ancillary supports. Selected Accomplishments: • Decreased the need for total inpatient psychiatry beds from 90 to 75• Decreased average inpatient length of stay from roughly 18 days to 13 days• Increased average occupancy in residential programs from roughly 60% to 80%

Managed the relationship between the University of Miami Department of Psychiatry and Behavioral Sciences and the Miami VA, including clinical, research, teaching and administrative activities. Selected Accomplishments:• Trained and certified all University of Miami psychiatrists working at VA for use of clozapine• Increased joint faculty appointments in psychiatry and psychology by roughly 20%• Created peer mentoring program to integrate students across stages of training
