To lead on the negotiations with leaseholders, offering a bespoke service to those who are affected in Westminster City Council, Housing Renewal areas and to maximise the acquisition of their properties by representing the City Council's agent, Westminster Community Homes Ltd.

• Led on the implementation of:(i) the Borough’s Allocation Scheme 2012 – 2017,(ii) the transition of the allocation function and staff from Enfield Homes the Council’s Arms Length Management Organisation (ALMO) by way of TUPE transfer(iii) the creation of a revised and updated RSL nomination agreement(iv) to provide learning, training and development to staff on Part Vl of the Housing Act 1996(v) to provide support, knowledge and guidance on implementing an on-line Housing Assessment Application Form and an on-line Housing Options checker(vi) the reorganisation and transition of Enfield’s Housing Options & Advice Service to the ‘Customer First’ model of service delivery• Responsible for the successful implementation of the Council’s Allocation Scheme 2012 -2017. This included the creation and design of new application forms, letter templates, guidance notes for staff and new procedure manuals.• Lead Project Manager on transitioning the allocation function and staff from Enfield Homes (ALMO) back to the Council by way of TUPE, liaising with the Assistant Directors at both the ALMO and the Council, the managers and staff involved, working with the HR teams across both organisations and the Unison representing the staff involved as part of the TUPE transfer. My role further included, the BPR of the Allocation Team’s work pathways in order to streamline existing practices to enable the team to work more efficiently upon its transfer back to the Council.

Achievements• As the strategic manager of Southwark’s homeless service, I have guided it from being an under-performing service, to become recognised as one of the highest performers in the area of homelessness prevention in the London area.• Achieved Trailblazer status from the DCLG for the delivery of Southwark’s Housing Options Service and setting up of the borough’s integrated Youth Homelessness Team.• Designed, project managed and implemented the first on-line Housing Options self-assessment toolkit in London that allowed service-users the ability to assess their own housing options via the internet. • Managed the first contract of its kind in the country of fully outsourcing the borough’s housing need services that incorporated, homelessness assessments, temporary accommodation, housing registrations and allocations; to a private company.• Project managed and implemented Westminster’s Choice Based Letting scheme.

Retained overall management responsibility for the London Borough of Southwark's statutory homeless assessment service, containing 48 staff, with direct line management of 4 middle managers.Responsible for the operational performance on homelessness reduction and prevention against strategic targets, achieving the highest level of homelessness prevention in London in the last quarter of 2011/12 and the first quarter of 2012/13.Provided leadership, development and management of a range of specialist support functions, for vulnerable single adults threatened with homelessness, funded via Supporting People Grant.Managed an operational budget for the delivery of front-line services in excess of £4M. Developed, implemented and monitored new initiatives to assist Southwark to better meet its local housing and support needs and to maximise the use of scarce resources.As Chair of the South East London Housing Partnership from; , I led on the development and maintenance of strong and effective partnership and collaborative arrangements with both external bodies and internal departments, the voluntary sector, other statutory agencies and services.

Managed and launched Southwark Council's newly structured Housing Options Service Achieved Trailblazer status from the DCLG as an exemplar of good practice for the structure and partnership arrangements that were introduced with the launch of the council's Housing Options Service.Designed, project managed and implemented an on-line self assessment tool for use by the public, that enabled service users to assess their housing needs and be informed of their housing options without the need to come into the office and see a Housing Advisor.Had overall managerial responsibility for the delivery and efficient running of the council's housing registration and choice based lettings scheme.As the strategic manager of the Housing Options Service, it was my responsibility to maintain and update the council's allocation policy and provide advice to the council, it's committee's, Members and officers on all matters relating to the housing register, the lettings policy and anything governed under Part Vl of the Housing Act.
