Assisting the implementation of the Enterprise and Fraud Risk Management processes by raising visibility of risks to HUD programs and assisting in risk mitigation. The mission of the DEC is to promote program integrity, management accountability and the physical and financial viability of HUD insured and assisted housing by taking effective and aggressive civil or administrative enforcement action against those who violate or abuse HUD’s requirements.

Supervises a staff of six that advises the Office of General Counsel on salary and expense budget formulation and execution ($94.5 million in FY 2016) for 580 attorneys and professionals. The division serves the OGC in monitoring salaries and benefits expenses, planning for hiring additional staff, procuring small purchases, preparing contracts, for services, responding to travel questions and audit findings, procuring training courses and professional conferences, coordinating Continuity of Operations and Departmental printing, and processing claims and indemnities.

Formulate and execute the salaries and expense budget for 600 attorneys and professionals; advise senior managers; project spending; monitor obligations; approve small purchases; track and report financial status.

Budget formulation and execution; analysis of budgetary issues in support of the Office of the Secretary and Deputy Secretary, Office of General Counsel, and Office of Inspector General (total appropriations monitored = $233 million).

Combined budget formulation and execution duties ($140 million appropriation) with providing appropriations law advice and examining tort claims.

Executed $4 million salaries and expenses budget for 40-person governent research office. Monitored obligation of $20 million research budget. Performed the duties of funds control officer, personnel officer and Local Area Network admininstrator.
