Provide regulatory compliance and advocacy guidance to company for various telecommunications, broadband and IoT product offerings in the US, Latin America and Europe.

-Led team working on state and local wireless infrastructure, siting and zoning issues, with a focus on small cell deployments-Led policy-maker regarding hearing aid compatibility for cell phones and Universal Service Funding for wireless carriers in Alaska (broadband infrastructure subsidies)-Managed several teams of lawyers, economists and engineers

-Led cross-functional teams (lawyers, economists, data analysts) to further the Commission's goal of increasing access and affordability of voice and broadband service to all Americans. -Led projects drafting and implementing regulations across various universal service programs (High-Cost, E-rate, Rural Health Care, Lifeline).-Provide advice and counsel to the Division chief.

-Led a team of attorneys and staff as the manager of the FCC’s Lifeline program. -Led drafting and release of 2015 Lifeline Reform Order and FNRPM seeking comment to transition Lifeline program to broadband.-Spoke on numerous panels and working groups about Lifeline program.-Developed close working relationships with other FCC offices and Bureaus as well as other Federal agencies to accomplish goals for the Lifeline program.

-Drafted substantial portions of 2012 Lifeline Reform Order as well as numerous orders and public notices regarding Lifeline program implementation.-Named team leader in 2013, managing day to day operations of program. -Led ongoing investigations of companies seeking to defraud the Lifeline program and worked with DOJ on several litigation matters. -Received numerous time-off awards for work on various matters.

-Drafted comments and ex parte letters in rulemaking, adjudicatory and transactional proceedings on behalf of CLECs, Cable and VoIP providers, focusing on competition policy matters. -Provided guidance to VoIP providers in establishing processes to comply with FCC rules, including CPNI and USF obligations. -On my own and in support of other Willkie attorneys, represented clients to high-ranking FCC officials and before industry-wide trade groups. -Worked with client subject matter experts and economists to draft technical and economic declarations. -Supervised mid-level and junior associates on various projects, including the drafting of comments, client regulatory status updates and transaction due diligence.
