Work on public and private infrastructure projects in multiple states, ranging from carbon pipelines, streetscape improvements and studies for future commercial solar development projects. Project Scopes include:Obtaining permits for the world's largest carbon capture project, including: land development, conditional use, rezoning, building, electrical, mechanical, drainage, driveway, road crossing, water allocation, well drilling, and more. Project covered 5 states and over 100 local agencies with jurisdiction over the project. Served as the point of contact between the client and agencies and was responsible for providing updates to the client for ongoing issues and urgent matters.Prepare analysis reports for commercial solar development sites. Reports evaluated feasibility of locations by assessing the risk of various design elements including: physical characteristics, soils and geology, NPDES permitting, local permitting, wetlands/floodplain permitting, threatened & endangered species, protected lands, cultural resources, Department of Defense and FAA, visual impacts and community acceptance.Evaluate haul routes for commercial solar projects to identify factors such as: posted roads/bridges, limiting horizontal/vertical geometry, maneuverability concerns, planned construction projects, safety/crash history, agency responsibility, permitting requirements, maintenance agreements for local roadways, cost sharing opportunities with nearby projects, scheduling and more; to determine the preferred access route and projected expenses for necessary improvements and restorations. Conducted interconnection studies for solar projects across various states to determine the requirements for connecting solar development projects to the surrounding electrical grid.Give presentations on subject matters where knowledge and/or lessons learned can benefit team members on future projects.

Project Scopes include:Road Crossing and Driveway Permits (approx. 700) for a 170 mile pipeline project and Roadway Maintenance Agreements on 600+ miles of designated project haul routes.Multiple full depth reclamation paving projects for public-private partnerships with state DOT's and municipalities.60%/90% review of plan sets for reconstruction projects on the Pennsylvania TurnpikeLocating and identifying utilities owned by the Pennsylvania Turnpike Commission through interpretation of old plans, field visits, and coordination with Turnpike representatives.Design of a new Bicycle/Pedestrian pathway that connects a network of existing pathways to a commercialized section of the local community.Assisting with the preparation of proposals for new projects, including preparing technical qualifications, estimate, and bid documents.

Supervise the work of highway designers, draftsmen, and engineers in the design of highway projects. Plan and direct squad activities including highway design studies, preliminary design, right-of-way, and final design for construction. Verify designs conform to Department policy, design guidelines, standards, specifications, and Federal Highway Administration requirements. Coordinate design and work with other units to ensure that project proceeds smoothly, scheduled milestone dates are met, and work is completed within budgeted costs. Serve as a liaison between PennDOT and design consultants for projects designed outside of the Department. Prepare and administer legal agreements and work orders for projects. Oversee and provide guidance to consultants to ensure projects meet expectations, design schedules, and budget.

Used Microstation and Inroads CAD software to develop plans for contractors and construction personnel to construct projects. Created horizontal & vertical alignments and surfaces utilizing AASHTO standards for curve design, sight distance, and superelevation rates. Computed quantity calculations and cost estimates for construction items. Determined right-of-way take areas for projects based on field survey, property deed information, design criteria, and coordinate geometry. Developed erosion and sediment pollution control plans to ensure stormwater runoff was controlled in accordance with permits, county conservation districts, and PA Department of Environmental Protection. Developed traffic control plans to maintain traffic during construction in accordance with MUTCD and PennDOT design manuals.

Created proposal packages on highway construction projects for contractors to bid on, including construction estimate, contract provisions and restrictions, and construction schedules. Developed engineer's estimate for projects based on item quantity, project location, resource availability, and inflation, so proper funds could be allocated and future projects could be planned accordingly. Inserted special provisions and restrictions into project proposals to ensure requirements of designers, construction staff, DEP, and FHWA were incorporated into the legal contract. Held meetings with project Assistant Construction Engineers and design Project Managers to develop pre-bid construction schedules utilizing the critical path method to determine project completion dates. Served as the construction unit ADA (Americans with Disabilities Act) committee chair to verify curb ramps were being constructed to meet current standards. Visited project sites to assist field personnel in finding prompt, on-site solutions to problems and/or questions that arose during construction. Ensured construction of ramps was in compliance with ADA criteria, to the maximum extent feasible. Met with in-house and third-party design consultants to provide technical guidance, as well as plan presentation and submission assistance.
