CurrentSenior Consultant Jonathan Mathieu, Ph.D., is FHC’s expert on multi-payer data access and use policies. He currently assists California’s stakeholder engagement process by providing insights on a broad array of potential use cases, data quality evaluation and improvement processes and producing reliable data sets and reports to advance state health policy and price transparency goals. Prior to joining FHC, in his leadership role at Colorado’s Center for Improving Value in Health Care (CIVHC), the state’s APCD administrator, he developed and managed robust data release and dissemination processes. In that capacity, Dr. Mathieu worked with dozens of data requesters to design data file specifications that supported their proposed analytic projects while remaining within the APCD’s statutorily mandated purposes and conforming to HIPAA data privacy and security requirements and FTC/DOJ Anti-Trust Safety Zone Guidelines. As a result of Dr. Mathieu’s efforts, the Colorado APCD is a nationally recognized leader in helping diverse organizations create actionable analytic outputs based on APCD data that also benefit the state’s residents.
