- Develop documentation for electronic Purchase Request (ePR) requirements including Statements of Work (SOW), Contract Data Requirements List (CDRLs) packages, clause selections, CLIN structures, DD Form 254 Contract Security Classification Specifications, and Contracting Officer’s Representative Nomination Packages.- Develop draft Request for Proposals (RFPs), Sections A - J using the Standard Procurement System (SPS) contract generation system.- Support Procurement Planning Conferences (PPCs) and Procurement Planning Agreements (PPAs) to facilitate the appropriate procurement execution baseline strategy, track milestones and key issues warranting action and resolutions to execute timely procurements.- Prepare drafts of all necessary procurement related documents including Justification and Approvals (J&A), Acquisition Plans (AP), Source Selection Plans (SSP), Management and Oversight Process for the Acquisition of Services (MOPAS), Determination and Findings (D&F) and support Red Team Reviews of the above procurement related documents with the requiring Govt client(s).- Collaborate with teams involved in the formulation of short-term and long-range contract requirements including planning, program milestones, evaluation of adequate time and resources for implementation by contractors, field activities and participating government agencies. This may include planning adequate administrative and procurement lead-times, realistic development of schedules, proper scheduling of test facilities, and a wide range of other factors that influence the development of program plans.- Participate/support meetings that provide status of progress, preparation of planning documents, exchange of progress information, reconciliation of conflicting information and provide advice on decision-making alternatives.- Support post-award contract administration efforts including drafting of contract modifications, tracking of funding and support of Post Award Orientation Conferences.
