It was procured using the Competitive Dialogue procedure and I led all of the negotiations. As well as existing council officers I recruited, led and managed a multi-disciplinary team including Big 4 accountants, partners from a top London law firm, technical advisors… Show more I led this large infrastructure procurement project from development to close. The project was for the finance, construction and operation of a major residual waste treatment facility made up of three separate technologies. It was procured using the Competitive Dialogue procedure and I led all of the negotiations. As well as existing council officers I recruited, led and managed a multi-disciplinary team including Big 4 accountants, partners from a top London law firm, technical advisors, hedging houses, insurance advisors and planning advisors. It was the largest contract in the council’s history with a value of £350m and will save the council £125 million over twenty five years.It was an extremely complex and technical transaction. The waste facility is cutting-edge technology and the various tiers of contracts, funding arrangements, security packages and finance agreements required an organised approach and an ability to manage complex interdependencies across multiple work streams. I led the engagement with all bidders from prequalification to final tender stage and managed the full governance and approvals process. The deal closed on time and on budget; and the positions reached were both innovative and market leading. It was a high profile and extremely pressurised role. To be effective in this role I had to:• Be in control of every piece of information and understand how it impacted on the transaction as a whole;• communicate complex issues in a variety of ways and detail depending on whether I was explaining issues to politicians and the public or banks and their advisors; • be able to make strategic decisions and sometimes very quickly; and • be sensitive and aware of political, public and media interest in the project.team. I managed the legal and commercial side for the procurement of an enabling works contract, which is on the project’s critical path and in a very high risk area of London; as well as negotiating with tenderers I had to draft reports and brief senior executives to ensure that they were bought into the commercial strategy and understood how risks were to be managed. I was responsible for the development of all consents and stakeholder related procurement documentation; giving presentations to tenderers on the contents of that documentation. My final role was as part of the core team that negotiated the three Main Works Contracts. The three preferred bidders consisted of eight of the main players in the construction industry. The contracts are NEC ECC Option C and I was responsible for developing the Conditions of Contract, responding to tenderer qualifications and taking the lead on the negotiation of third party stakeholder matters as well as general points of negotiation.
