Counsel To Commissioner
Provided legal advice to one of the ITC’s six commissioners. Advised Commissioner Pearson on two broad categories of matters: (1) determinations of material injury in antidumping and countervailing duty investigations under Title VII of the Tariff Act of 1930 (the Act), and, (2) determinations under Section 337 of the Act, dealing with unfair practices in import trade (e.g., patent infringement). Wrote briefing memoranda for Commissioner Pearson concerning upcoming Commission hearings and votes in Title VII investigations. Assisted in drafting Commission opinions in which Commissioner Pearson was in the majority, and drafted dissenting opinions written by Commissioner Pearson and/or other commissioners, as appropriate. Participated in meetings with advisors and counsel to other commissioners concerning matters of Commission policy.
