Counsel To CommissionerU.S. International Trade Commission Mar 2004 - Oct 2013Provided legal advice to one of the ITC’s six commissioners. Advised Commissioner Pearson on two broad categories of matters: (1) determinations of material injury in antidumping and countervailing duty investigations under Title VII of the Tariff Act of 1930 (the Act), and, (2) determinations under Section 337 of the Act, dealing with unfair practices in import trade (e.g., patent infringement). Wrote briefing memoranda for Commissioner Pearson concerning upcoming Commission hearings and votes in Title VII investigations. Assisted in drafting Commission opinions in which Commissioner Pearson was in the majority, and drafted dissenting opinions written by Commissioner Pearson and/or other commissioners, as appropriate. Participated in meetings with advisors and counsel to other commissioners concerning matters of Commission policy. -
Associate AttorneyWhite & Case Llp Sep 2001 - Mar 2004Served as associate in the Washington office of one of the world’s premier law firms. Represented and advised clients in a broad range of international trade matters, with a special emphasis on antidumping and countervailing duty proceedings before the U.S. Department of Commerce and the U.S. International Trade Commission. The scope of this representation included (1) testifying before the Office of the U.S. Trade Representative in the remedy phase of the section 201 steel safeguards investigation on behalf of a client that was seeking exclusion of its products from potential import restrictions; (2) preparing testimony before the U.S. International Trade Commission on behalf of Argentine and Venezuelan steel companies in the injury phase of the 2001-2002 antidumping investigation on cold-rolled steel, (3) defending U.S. companies named as Respondents in both the discovery and trial phases of an unusual Section 337 investigation involving antifriction bearings, and (4) monitoring key WTO developments in the Doha Round for various clients. Performed legal research on wide variety of trade-related topics, including importer exposure to AD/CVD measures, section 337 matters, and customs classification issues.
