About Jonathan Spicer

Jonathan Spicer ("Joe") is a barrister specialised in international asset recovery and co-operation. Following 17 years practise at the independent criminal Bar focussed on cases involving organised crime, fraud and the proceeds of crime, Joe was appointed by the Crown Prosecution Service as an international asset recovery advisor with a roving portfolio across Europe. Joe provides advice to domestic prosecutors on the freezing and confiscation (through mutual legal assistance or mutual recognition) in criminal cases of assets located overseas. He acts as a liaison point for judiciary, prosecutors and central authorities overseas providing advice on the tracing, freezing and confiscation of assets located in the United Kingdom. Having been appointed as a Crown Advocate, he is instructed in international asset recovery casework before the Crown Court. Joe is experienced in cases involving corruption, assets held under misappropriation sanctions, non conviction based asset recovery and cash forfeiture. He is regularly speaks on the subject of international asset recovery and co-operation at international and national conferences. Joe is a contributing editor to "Consumer and Trading Standards: Law and Practice (Kirk & Lewin 2017)", where he edits the chapter on criminal enforcement including proceeds of crime and confiscation. (Contributing editor, 3rd, 4th and 5th editions) He resides near the Hague but continues to practise within the UK.
