Current Develops, implements and evaluates approved programs and processes to guide the DBE Program strategy. Recommends supplier diversity initiatives, community programs and power networking events. Assists internal and external customers by interpreting laws, policy, codes, and regulations pertaining to procurement. Assists the Chief of Finance in day to day operations as it relates to District policies, procedures and public bid law guidelines. Attend various procurement meetings, training sessions and all bid openings. Prepares recommendations for Committee and Board meetings. Guides executive, administrative, management, procurement and support staff towards meeting established supplier diversity goals. Assures diverse suppliers are included in the competitive solicitation process. Manages enterprise-wide procurement and contracting activities for alignment with the vision and directives of the district with regards to supplier diversity and superior sourcing. Develops and maintains a procurement forecast, working with department leaders to project all procurement activity and to set targets for small, minority and local business participation. Develops and nurtures relationships with external supplier and diversity advocacy groups, community leaders and non-profit organizations. Serves as general liaison between the supplier community and OPSB. Provides management oversight for all contract compliance issues, including those relating to the inclusion of diverse supplies. In consultation with the Legal Department and in coordination with contract project managers, ensures the enforcement of all contractually allowed remedies and penalties to ensure optimal service delivery and compliance with all contract terms. Manages the process for quotations and proposals, analyzes supplier responses, negotiates awards and maintains contracts for the management of the relationship between the School system and suppliers.
