    • Lead a team in transitioning zulily from a first-touch attribution strategy to a multi-touch (hybrid Time-Decay/Markov) attribution strategy. Allowed the company to optimize total budget allocation ($152M – CY 2018) across marketing channels in a smarter way.• Produced an array of time-series models to assess the effect of hourly TV spend on organic conversions. Resulted in a redistribution of resources allocated to television spend ($24.6M – CY 2018 television spend budget). • Constructed and deployed a model to optimize send times for incremental marketing e-mails. Model deployment helped to drive a $43M increase (YoY) in demand attributable to the incremental e-mail channel. • Implemented a matching algorithm to pair corporate credit card (zuCard) holders with non-holders. Matched non-holders were subsequently targeted with zuCard-specific materials. Resulted in a 10.5% lift in zuCard applications and a 16.5% lift in zuCard sign-ups. Targeted zuCard sign-ups were 110% more valuable than non-targeted zuCard sign-ups after 28 days.

    • Served as the chief data expert for a new Paid Family and Medical Leave program approved by the Washington State Legislature in August, 2016. The Legislature allocated $82 million in start-up costs to stand up this new program. I was the 6th person selected to join this new division and am a member of the core management team. The start-up project is organized in accordance with the Agile methodology. • The core start-up activities of this program include the establishment of a new state payroll deduction for premium assessment/collection by January, 2019 and the construction of a new system that will administer Paid Family and Medical Leave benefits to eligible Washingtonians by January, 2020. These systems will affect virtually all workers and employers in the State of Washington. • As a core member of the management team I participated in all aspects of daily business activities including contracting, policy, human resources, web portal development, integration components development, and customer relations management/accounting systems development. • Coordinating with the Department of Labor and Industries, and building interfaces with web APIs to build a comprehensive list of certified medical providers in the State of Washington.• Chiefly responsible for all legislatively mandated reporting requirements for the Paid Family and Medical Leave program, as well as any post-launch program metrics/evaluations/publications. I was also chiefly responsible for a series of legislatively mandated Small Business Economic Impact studies.

    • Lead a project funded ($1.1 million) by the U.S. Department of Labor Workforce Data Quality Initiative. Project scope was to produce cleaner Unemployment Insurance (UI) administrative data, link UI administrative data across state lines, and produce estimates of labor flows into and out of growing/declining industries. – Generated seasonally adjusted estimates of employment in Washington State over a period of roughly 35 years. – Produced estimates of net migration into and out of Washington State. – Estimated aggregate inflows into growing industries, as well as outflows from declining industries. – Incorporated data compiled the Washington State Education Research Data Center to estimate flows into and out of full-time enrollment at all public 2- and 4-year universities in the State.• Built and implemented a filter to detect compromised responses to a survey tainted by an outside entity which attempted to influence survey results via webinar. This analysis was the immediate precursor to a lawsuit filed by the Washington State Attorney General on behalf of seasonal farmworkers. • Produced and published a full-length assessment of the effects of participation in the Unemployment Insurance Training Benefits program on future earnings outcomes. Paper was presented at the 2016 Pacific Northwest Regional Economic Conference.• Responsible for estimating and establishing prevailing wages and practices for over 100 crop/variety/activity combinations of agricultural labor. Estimates are used to establish regulatory benchmarks for the U.S. Department of Labor H-2A (guest worker) agricultural program.
