I am General Counsel of Heritage Provider Network (HPN), and Chief Operating Officer of the Northwest Region of Regal Medical Group, an affiliate of HPN. HPN is an almost million member, limited Knox-Keene licensed, full risk, integrated delivery network located in eight Southern California counties, with affiliates in New York and Arizona. As a fully capitated medical group HPN has been providing seamless, integrated care under risk arrangements for over thirty years, and is at the forefront of the National movement from volume to value. Its combination of quality and utilization outcomes in an IPA setting is industry leading, and as an industry leader is currently considering numerous opportunities to expand into new geographies with local and national partners. I have been working with HPN going on fifteen years (beginning as outside counsel while at my former firm). I have been heavily involved in HPN’s growth from an organization with a few hundred thousand members, and less than one-third of the employees it has today, to the largest physician-owned integrated delivery network in the United States. As General Counsel I am responsible for all legal matters. As Chief Operating Officer of the Northwest Region I am responsible for approximately 150,000 full-risk members, including 15,000 seniors, 65,000 commercial members and 65,000 Medi-Cal members. The Northwest Region is home to four clinic locations, hundreds of IPA PCPs and thousands of contracted specialists. In addition to these roles I am also responsible for a constantly changing variety of activities including, external public relations, recruiting, the creation of Heritage California ACO, and leading Heritage’s national partnership with Fresenius. As part of my responsibilities I have also been quoted extensively in the media, and have presented at numerous conferences.
