Appointed by President Bush to Chair Health Committee of President's Information Technology Advisory Committee (PITAC). Their report, Revolutionizing Health Care through Information Technology created the Office of the National Coordinator for Health IT. Served as Special Employee of Undersecretary of Defense and continues to serve as a senior fellow in National Security Health Policy Center of the Potomac Institute.Previous expert consultant to the World Bank, the National Institutes of Health, the Health Care Financing Administration, Department of Veterans Affairs, and the ministries of health of United Kingdom, Sweden, Australia, Japan, and the Netherlands.Adjunct Professor, Wilmer Eye Institute, Johns Hopkins School of Medicine.
