I joined the faculty of the Potomac Institute on the afternoon of September 11, 2001 based on a suddenly-inspired commitment to assist the United States in facing the challenges of the 21st century. The Potomac Institute for Policy Studies is an independent, 501(c)(3), not-for-profit public policy research institute. The Institute identifies and aggressively shepherds discussion on key science, technology, and national security issues facing our society, providing in particular, an academic forum for the study of related policy issues. From these discussions and forums, we develop meaningful policy options and ensure their implementation at the intersection of business and government. The Institute’s current endeavors have required the formation of special efforts in: Terrorism and asymmetry; Emerging threats and opportunities; National health policies; Science and technology forecasting; and National security.

I joined the company for a year in order to help develop the First Gateways product that is rapidly becoming the leading RHIO (Regional Health Information Organization) solution in the US and Canada. First Gateways enables the transport of vital health information for the benefit of patients and their caregivers across otherwise unrelated sites of care including hospitals, physicians offices, medical laboratories, and others.

Commissioned by President George W. Bush to lead the Health Committee of the President's Information Technology Advisory Committee. Led the initiative which produced PITAC's Report to the President: Revolutionizing Healthcare through Information Technology. This report and the surrounding body of work resulted in Executive Order 33335, establishing the Office of the National Coordinator for Health Information Technology. As President Bush said in his 2002 State of the Union Address, "electronic medical records save lives and save money."

Active Health Management was acquired by Aetna, Inc., in 2004 and remains a wholly-owned subsidiary. Active Health pioneered the use of health information technology to identify common medical errors and deviations from best medical practices in the care of Americans with major illnesses. We developed the Care Engine, a proprietary product that assembles a virtual medical record from the insurance claims and online laboratory data of an individual and uses that information to alert the patient's own caregivers to life-threatening and also less acute opportunities to improve care. In a prospective trial of 40,000 people, we proved that this approach substantially reduced acute hospital admission and potentially saved significant health-related cost as well.

This division, built around the work of Certitude and several other acquisitions continues to be a leading organization in harnessing the power of medical information to promote better decision making and prioritization within our health care system.

I founded Certitude, Inc., based on a combination of my background as a health services researcher and my experiences on the White House Health Reform Task Force of 1994. The objective of Certitude was to harness the information available within administrative data, including insurance claims and similar information sources, in order to improve decisionmaking in the allocation of health care resources. The promise of Certitude's value proposition is demonstrated by the acquisition of Certitude by United Health Care, Inc. (NYSE:UNH) 18 months after its founding.
