Director Of Contracts Strategy, Policy, Planning And Development
Current- Senior leader in the SF Health Network serving as chief strategist, advisor and planner in facilitating contracts through the development and approval process - Develop contract strategy designed to efficiently navigate the City’s complex contracting process, anticipating possible roadblocks and recommending steps for mitigating delays- Collaborate with SFHN and DPH leadership, Human Resources, Government Affairs and finance colleagues to navigate contracts through legislative and commission approvals- Negotiate on behalf of SFHN with labor partners to attain approval of Personal Services Contracts- Serve as an interface between SFHN leadership, DPH Office of Contract Management and Compliance (OCMC), SF City Attorney and Office of Contract Administration (OCA) to facilitate the contracting process, articulate requirements and the path forward, set contract priorities and help pending contracts get “unstuck”- Establish new lines of communication between DPH IT and budget groups of SFHN to ensure contracts in development with a fiscal impact to SFHN are being tracked, fund availability is communicated in advance and costs are anticipated- Conduct complex fiscal and cost benefit analysis to steer the procurement process- Develop and implement a new SFHN contracts request process and review committee to ensure contract requests are clear, prioritized and actionable before reaching the OCMC or OCA- Analyze legislation and policy changes with an impact on the procurement process and clearly communicate the analysis to SFHN leadership
