Jonathan was the Senior Policy Advisor to the Deputy Mayor for Operations and Infrastructure in Washington, D.C. In this role, Jonathan developed policy recommendations and formulated strategies to achieve agency outcomes, specializing in safe, sustainable and equitable multi-modal mobility, and green, reliable and affordable energy. Jonathan oversaw areas of policy research, investigation, analysis and development of new or improved processes and procedures designed to improve program services and operations. Jonathan was a key member of the Deputy Mayor’s senior management and advisory staff; and participated in recommending and formulating policies and strategies on agency management. Jonathan served as the project manager for large and complex policy assignments, and provided analytical and evaluative expertise in the interpretation, clarification, and applicability of existing and new laws, regulations, and procedures.

Jonathan Rogers served as a policy analyst for the District Department of Transportation (DDOT), in the Policy and Legislative Affairs Division, within the Office of the Director. Jonathan was the first project manager for the District's Vision Zero initiative, and formulated policies and regulatory proposals for transportation systems for the District of Columbia, with particular emphasis on a safe, multi-modal comprehensive approach. In this role Jonathan researched and drafted innovative policies and programs that balance public and private sector needs, and contributed to long-term policies and plans through quantitative and qualitative research and analysis of transportation, land-use, economic, social, and environmental trends.

Jonathan served on then Mayor-Elect Muriel Bowser’s Transition Team, where he helped analyze and present the current budgetary status of agency operating budgets and the capital improvements plan to the incoming administration. Jonathan helped brief the new City Administrator, policy coordinators, and other key staff as they entered positions in the Bowser administration. Jonathan aided in developing budgetary recommendations to promote the policy objectives of the Mayor-elect and assisted in identifying candidates for cabinet positions.

Jonathan was the Budget Analyst for the Public Works cluster and the Capital Improvements Program in the Executive Office of the Mayor, Mayor's Office of Budget and Finance at the Government of the District of Columbia. In this role, Jonathan assisted in advising the Mayor on financial and budgetary operations of the Departments of Transportation, Environment, Public Works, Motor Vehicles, D.C. Taxicab Commission, and others. Jonathan contributed to the formulation of annual agency operating and capital budgets, and monitored agency budget performance during the fiscal year. Jonathan also participated in several mayoral special initiatives: Service on the finance committees of the following task forces:- Mayor's Task Force on Streetcar Financing & Governance- Mayor's Task Force on The Prevention of Flooding in Bloomingdale/LeDroit Park- Mayor's Power Line Undergrounding Task Force- Reviewer for the Sustainable DC Budget Challenge- Scorer for Play DC: The Playground Improvement Project

Jonathan's fellowship included a six-month rotation in the Mayor's Office of Budget and Finance, in the Executive Office of the Mayor. In this role, he assisted the Director of the Capital Improvements Program. Broadly, Jonathan contributed to the office's activity in advising the Mayor on financial and budgetary operations of the District government, assisting the Mayor in the formulation of the annual operating and capital budgets for the District government, and monitoring agency budget performance during the fiscal year.

As part of the education team at NLC's Institute for Youth, Education, and Families, Jonathan facilitated and supported several city peer networks and provides on-site technical assistance in cities receiving grant funds for education initiatives. Jonathan worked to maintain and develop the Mayors' Education Policy Advisors Network, and worked with cities to enhance multiple pathways to high school graduation, increase the number of low-income young adults earning postsecondary credentials, and align systems of early education and care with the public K-3 school system.

Identified key policy levers for eliminating quality-blind teacher layoffs. Conducted state and school district legislative review and created descriptive policy database.
