Government Fixed Asset Services, Inc., is a consulting firm that provides fixed asset/infrastructure consulting and accounting services to numerous state and local governments. Our clients include large counties, municipalities and other state and local governmental units having infrastructure cost bases of $95M to over $1.2B. The infrastructure that we typically handle typically includes roads, bridges, highways, sanitary and storm sewers, water treatment plants, parks, athletic facilities, airports, convention centers and other infrastructure and property owned by local municipalities, county and state governmental entities. Specific services we provide include identification of previously unrecorded governmental fixed assets/infrastructure, determination of asset acquisition and replacement costs using various engineering models, property record remediation and development, representation before state and local auditors, and development of fixed asset policies and procedures. Many of our clients had previously received adverse audit comments regarding non-compliance with GASB 34 infrastructure or other reporting requirements in their annual financial reports. We successfully brought each of these clients into full conformity with all reporting requirements, resulting in the removal of adverse audit comments in their respective annual financial reports.

Case successfully dismissed via summary judgmentInvestigated significant third-party billing irregularities allegedly perpetrated by a prominent hospital pathologist in large community hospital. As a result of detailed forensic reconstruction and analyses, this case was quickly resolved through payment of a significant undisclosed settlement by the physician's professional corporation.Provided an extensive economic analysis of whether an Indiana health system’s owned off-site physician offices qualified for property tax exemptions under current statutes. Testified before the local Property Tax Board of Appeals. Negotiated settlement reached.

This volunteer committee serves as the focal point for all Illinois CPA Society Consulting Services programs and seminars. Specifically, the CSEC works closely with the executive staff of the Illinois CPA Society to develop meaningful approved continuing professional education programs and networking opportunities to ICPAS members.

Developed and delivered healthcare portfolio improvement services, service-line and product-line profitability assessments, determination of client “needs-based” operating margins and other performance measures. Significant accomplishments include:Evaluating the past and current operating performance of the American subsidiary of a $3B publicly traded international renal dialysis company relative to its competitors for presentation to Wall Street analysts. Identified sub-optimal pricing of services and provided client with an executable plan to improve top-line revenues by more than $300M. This plan was presented to analysts and successfully implemented.Assessing financial feasibility of converting a general medical/surgical hospital into a specialty psychiatric hospital. Determined that the planned $7.5M project was not financially viable, enabling client to avoid significant start-up costs and operating losses and redeploy available capital to alternative profitable projects.Determining financial feasibility and payor coverage of developing a dedicated heart hospital for a large academic medical center. Determined that the market demand for the proposed level of service was insufficient to justify a costly $62M go-forward decision. As a result, client was able to refocus its market expansion efforts to more profitable expansion of obstetrics and outpatient services.Evaluating financial viability of several distressed hospitals that comprised an operating division of a larger health system. Provided senior executive leadership with concise decision frameworks in which to evaluate their closure strategy. The resulting hospital closures enabled this health system to improve its operating results by over $35M to facilitate its acquisition by a large proprietary health system.Developing operating projections and compelling performance improvement targets / business imperatives for numerous financially distressed hospital clients.

Marketed, directed and performed healthcare valuation and consulting services. A significant portion of this Practice centered on the development and implementation of software pricing frameworks and marketing tools for a healthcare software start-up company.
