Other functions include the design and implementation of remote and internet public access to the Judicial records databases using TRIM, the automation of Judicial activities and procedures by integrating work-flow, developing training programmes and providing advise to ICTR departments on Records Management Issues.

Responsible for the daily function s of the Management Information Systems Department; including the procurement of hardware and software for the further mordernisation of operations. Other functions include, the design of Computerised Customer Care, Automated Meter Reading, Mobile Phone Information Services, training , accounts and Billing System Development. Setup TRIM to manage the Customer Care Records and Workflow and extended it to tracking of field actions and events. Setup a computerised Customer Care environment enabling customers to call in to a centralised short dial number and get routed to branch offices for action. We also developed a comprehensive sms messaging utility for customers to query their account balances and bill delivery. We implemented training for 150 staff in basic skills and electronic records management. We centralised correspondence management using scanning and an electronic document management system called TRIM.

Head consultant responsible for the computerisation of the Lands records and the introduction of modern procedures for land records management. This project was aimed at improving the efficiency in the handling of land records in the Council.This project is in its initial stages.We rehabilited the Lands Title Records and coded them and indexed them into the TRIM database. I was the head consultant responsible for the computerisation of the activities of the Companies Registry - Ministry of Justice. We installed software and implemented modern procedures for the registration of companies and the recording of other business process activities revolving around the companies registry.Also responsible for the automation of East African Community 's Records Management functions. This included the analysis and design of records manuals and procedures, the training of EAC records and professional staff, the setup of an SQL Database and installation of TRIM Records Management Software.Responsible for the modernizing of the Records and information management process in the Ministry of Finance – Economic Projects Monitoring office in order to improve on the efficiency of the implementation of the project office’s functions. This re-organisation was made in close collaboration with the Ministry of Local Government through the Decentralization Secretariat.

Undertaking duties of MIS Manager and Data Processing Advisor responsible for the commissioning of a Computerized Water Management, Billing and Accounting system to Y2k compliant and development of a comprehensive Management Information System including the interfacing of billing databases and the existing Geographical Information System (GIS). This system was running on network utilizing both Windows NT and Sco Unix Operating Software, Billing program CUSTIMA on Progress and Oracle databases interfaced with visual basic front-end systems and databases of digitized maps on AutoCAD 14. Supervised and trained 30 accounts and Computer staff managing databases of 70,000 customer accounts on multiple services for water and sewerage. The purpose was to assist the National Water and Sewerage Corporation in commercialization of Revenue Collection and Water Management for Kampala City through the participation of the private sector under a management.

Software Development engineer responsible for the development, installation of a Computerized Water & Sewerage Management and Conservancy Billing System for Malindi Town. Automated the process of importing and posting sales figures from the billing system. As a result, the utility was able to analyse sales reports daily.Responsible for the computerization of the Engineering drafting department and development of automation for engineering design.Undertaking duties of Software engineer responsible for the, development and installation of a Computerized Water & Sewerage Management and Conservancy Billing System for Kericho Town.I was responsible for the implementation of a community based billing system to manage 10,000 water connections in Western Kenya. I also trained three key staff in the use of the computer system for utility management.I founded the software support and development department to design and work with the engineers in structures, roads and water fields. Headed a development team of 3 staff and developed simulation programs using artificial intelligence language Lisp. We also designed databases linking to the digital maps to provide a working GIS system. This system was connected via the Trimble hardware to the Global Positioning system through satellite technology. As a result, survey studies, road design and hydrology activities were executed for efficiently and faster. Infact it was the fastest GPS and most accurate system then. I trained 15 engineers in the use of the new computer technology ranging from mapping, analysis, reporting and database management and engineering simulation.
