For the Indian Health Service (IHS), I create software that generates suggested reimbursement codes based on rules that correlate clinical codes (findings, medications, procedures, etc.), patient record visit information, and reimbursement codes. I organize this content into the Apelon DTS knowledge base and deploy it to the provider sites, into their Electronic Health Record (EHR) system. By rigorously encoding the record, we promote complete and precise clinical data recording, targeted decision support alerts, and highly accurate automated coding for claims and reimbursements.I have been told by the Federal Lead for IHS that "by the disciplined engineering approach that I apply, my small team's productivity is magnified tenfold". I won the IHS Director's award in the year I introduced the approach.

Most recently, lead author of Service Functional Model for the Care Coordination Service. The CCS is a SOA service (specification) to provide a shared image of multidisciplinary care plans. Participated in various workgroups - MPI Mediation, Security, Community-Based Collaborative Care. Was key leader in harmonizing HL7 V2.5 and later with OMG SOA standards before the formal HSSP partnership was established. Led six successful HL7 clinical data repository implementations and represented Care Data Systems in five HL7 HIMSS demos in the formative years of CDA and V3 messaging.

Define target capabilities for product line to enable the very rapid construction and deployment of multi-enterprise applications. Represent Thrasys at HL7, co-leading the Care Coordination Service (CCS) project sponsored by the HL7 Patient Care, Clinical Decision Support, and SOA workgroups. The CCS (a SOA component standard) will allow case managers and the extended care team to collaboratively reconcile and consolidate disjoint and distributed plans.

This interface standard was adopted unanimously and then implemented by all major Health Information Systems vendors including the U.S. Government Computer-based Patient Record (G-CPR)systems vendors.Also participated in OMG Model for Performance-Driven government (MPG) with U.S. Office of Management of Budget (OMB).

Led technical team to create 10-Year Strategic Worldwide Information Plan and Distributed Data Topology for U.S. DoD Health Affairs (non-tactical systems). Assisted as technical consultant (after starting Care Data systems) in successful VRI bid for $110M follow-on DoD work.Developed embedded training software for guided missile system as well as medical peer-review case tracking distributed database for Military Hospitals Worldwide.Wrote Strategic Information Plan for Mallinkrodt Medical Systems.
