I am a commercial and public law litigator with 30 years' experience dealing with commercial disputes for a range of clients from SMEs to multi-national businesses, public law disputes for and against local authorities and central government, and insolvency related disputes acting for the Insolvency Service, IPs and directors.Public Law/ ProcurementI specialise in procurement challenges for both suppliers and contracting authorities. I dealt with one of the first procurement cases heard by the Court of Appeal, successfully defended a £50 million claim brought against officers of Leeds City Council alleging breach of procurement regulations in respect of the development of the arena in Leeds and acted for a multi-national business in a challenge to an NHS decision relating to a logistics contract worth over £700 million.I have recently been involved in the following matters:- Acting for the Mayor's Office for Policing and Crime in defending a procurement challenge relating to a framework agreement for the management of the property estate of the Metropolitan Police Force. We successfully applied to lift the automatic suspension (Kellogg Brown & Root Ltd v Mayor's Office For Policing And Crime & Anor [2021] EWHC 3321 (TCC)).- Acting for Police Digital Services in the successful defence of a procurement challenge arising out of a tender for the appointment of a contractor to a framework agreement for the provision of computer and information technology services in respect of a national covert surveillance operation room project (Excession Technologies Limited v Police Digital Service [2022] EWHC). - Acting for Greater Manchester Police in the successful defence of a procurement challenge brought against GMP relating to a competition for the procurement of firearms. InsolvencyI've acted for the Insolvency Service for over 25 years dealing with the disqualification of directors and winding up companies on public interest grounds. My team regularly acts for the Official Receiver and insolvency practitioners in relation to breach of duty and antecedent claims against directors and I also represent directors faced with claims by office holders.I have recently secured a multimillion pound settlement of a claim based on breach of duty on behalf of liquidators against former directors and connected companies and I am currently representing a director facing a claim in excess of $100 million which involves a number of offshore jurisdictions.I am the Chairman of Manchester Law Society's Civil Litigation Committee
