Received political appointment to provide legal research, analysis, and advice to Vice Chairman for cases pending appeal before the full board. Cases heard spanned Whistleblower Protection Act (WPA), the Hatch Act of 1939, the Uniformed Services Employment and Reemployment Rights Act (USERRA), and Veterans Employment Opportunities Act (VEOA).* Developed and deployed Vice Chairman’s first legal internship program in response to need for additional staff.* Slashed Vice Chairman’s case backlog from thousands to hundreds by diligently tending to team workflow.

Hired by committee chairman to participate in policy, oversight, investigations, and legal issues before the subcommittee. Conducted oversight hearings on Department of Housing and Urban Development’s Community Development Block Grant (CDBG) program, housing issues related to Hurricane Katrina, and federalism concerns (e.g., brownfields, the census, economic development, eminent domain, public housing, and unfunded mandates).* Ensured jurisdiction on Congress’ investigation of Hurricane Katrina.* Recognized importance of Chairman Turner participating in investigation of natural disaster and impact on housing, historical districts, and other federal issues under Subcommittee’s jurisdiction.* Influenced policy changes from oversight hearings by positioning chairman and subcommittee to positively impact investigation into housing crisis after initial disaster event.* Conducted a significant investigation of data breaches and other matters within the Census Bureau practices to eventually improve efficiency and security; recovered lost and stolen computers, thumb-drives, and data streams.

Selected to non-profit trade association with 100 staff and 4,000 members to serve as lobbyist and counsel for organization representing 18,000+ cities across the country. Represented League before Congress and numerous federal agencies on urban development, economic development, affordable housing, environmental compliance, and public safety matters.*Secured invitations to testify before the House Committee on Transportation and Infrastructure for several members by submitting remarks on housing and other regulatory matters to the agencies and Congress.

Recruited to perform extensive legal research for several large clients, including public utilities, regarding compliance issues in relation to the Clean Air Act Amendments of 1990. Performed general legal research and memorandum drafting on matters ranging from corporate to environmental law questions. In addition, conducted primary legal research, analysis, and writing focused on administrative law questions relative to compliance with the Environmental Protection Agency and state environmental regulations.* Functioned as lobbyist for clients before the Colorado General Assembly and other state entities to begin efforts ultimately leading to legislation benefiting clients while ensuring clients’ compliance with federal regulations.* Secured legislation and ballot initiatives regarding increases in state excise taxes for tobacco products.* Drafted and secured legislation concerning increased penalties for the sale of chemicals, supplies, or equipment later used for the illegal manufacture of controlled substances; drafted proposed amendment language providing for affirmative defenses for innocent wholesalers and retailers.

Chosen to serve as primary staff member managing efforts to the enactment of 3 legislative initiatives.* Secured $150+ million in authorization and appropriations funding for various district projects.* Guided town of Hobson City, Alabama, the nation’s second oldest historically African American city, in establishing a new police department by working with the DOJ and other organizations to help the town develop a Community Policing Plan and Economic Development Plan, as required by DOJ’s COPS Grant Program.
