As a Partner in PwC's State Tax Controversy practice, I enjoy using my unique ability to see the big picture and develop strategic solutions for my client’s complex tax matters. Clients engage me because of my expertise as a seasoned tax professional and they appreciate my deep understanding of the workings of the California State tax system. As a long time observer of the State Capitol, I have a keen understanding of California’s fiscal and political climate and am respected for my ability to navigate the tax administration system supported by expertise in corporate franchise and income, sales and use, state assessed property tax, and residency. I am known for my ability to analyze problems from different points of view and engage decision makers to achieve favorable outcomes. I have represented a diverse range of clients in each of the California administrative tax forums including audit, petition, protest, and settlement at the Franchise Tax Board (FTB) and the California State Board of Equalization (BOE). Having represented more than three dozen clients at appeal before the BOE, I've successfully argued a number of precedent setting cases. I represent PwC on California public policy matters in the National Coalition of Accounting Firms. Prior to joining the Firm in 2002, I spent six years as Senior Tax Counsel to the Honorable Dean Andal, former Member and Chairman of the BOE and former Member of the FTB. In addition to my work at PwC, I serve as an Adjunct Professor at the University of the Pacific, McGeorge School of Law, where I have lectured on state and local tax since 2002. A native of California, I come from a pioneering California family and live in Sacramento with my wife and three children.
