Advising the strategists on operational policy for all for all global maritime security activity as an experienced and credible subject matter expert on global Maritime Security.Coordination of the input to HMG Maritime Security Ministerial Small Group and the National Maritime Security Committee activity. Accepted as a Deputy Director peer by the senior civil servants.Cohered the RN engagement with the Cabinet Office and other Government Departments to represent and reconcile the National Security conflicts with HMG Energy policy ambitions, including the briefing of Ministers and senior Govt Officials.Lead on the Naval contribution to the implementation of the National Strategy for Maritime Security, and cohering with the RN Strategy 2040 development.Representing the Naval contribution to the UK Maritime Security framework, at home and abroad, including the Governance and Operational outputs of the Joint Maritime Security Centre.Represented and promoted the RN Maritime Domain Awareness programme role underpinning current Maritime Security Operations, including the Black Sea, Gulf and India, Asia Pacific, and how it plays in International Defence Engagement soft power influence activity.Engagement with the wider Maritime Industry, including speaking at UK and International maritime forums, including reactive Threat and Risk meetings.Initiated Royal Navy engagement with the other offshore maritime industries, including Energy and renewable solutions and seabed communications. Flag Officer Sea Training HQ was responsible for the delivery of Individual and collective team training to the RN and International partners. The HQ was primarily focussed on setting the policy and provision of equipment and facilities for the delivery of training. This included the increasing use of synthetics and digital solutions in the training environment, which improved the results and lived experience, though required significant cultural change at all levels of the enterprise. The period also included the design and implementation of the radical and rapid transformation programme, the competition and transition to Capita Fisher Training as the winning bidder for the Selborne contracted training delivery across the full RN Training estate and prioritising and sustaining training output for those on operations through the CV19 pandemic, and subsequent recovery of the remainder.

To provide communications advice to Minsters and Special Advisers, Chiefs and their policy staff, ensuring consistency of messaging across Defence.To inform and influence national news media coverage of Navy issues in order to protect and promote the reputation of Defence. Act as:- Royal Navy expert on MOD News-desk, providing military advice on News issues and acting as SME for major Ministerial announcements on Navy matters. - Establish and build links with all national & key regional media outlets. In the finest traditions of the Royal Navy, exercised Sea Command of the First Mine Countermeasures Squadron, in this case responsible for the readiness and sustained operational outputs of 7 Sandown Class Royal Navy Minehunters and the 8 rotating Crews. As Commander of the Squadron, was accountable to the Fleet Commander and responsible for: Provision of Guidance, Leadership, Advice and Direction to the Mine Countermeasure Vessels Captains and Crews, Squadron assurance Staff and vessels visiting the Clyde.Developing and maintaining the Operational Capability of the ships, including the resourcing and training of the crews as well as the mechanical and material state.Overseeing and assuring the Naval Base Engineering and People support to Ships and Workforce alongside in the Clyde Naval Base.The support, wellbeing and lived experience for other surface crews residing ashore in the Clyde Naval Base during training courses, or those undergoing medical and welfare care. and Delivered: Broadened awareness and represented Squadron interests in the large, submarine dominated Clyde Naval Base, especially during the infrastructure re-development programme.Represented Squadron interests with the refinement and realignment of Operational and Safety Duty Holding responsibilities with the Portsmouth based Squadrons and Command Chain.Provided mentoring support and direction to the Command Team leaders in advance of their Operational deployments to the Gulf and NATO forces in the Mediterranean.Command and Coordination of the UK detailed route survey operations for UK’s Critical National Infrastructure sea routes.Represented the UK as the Operational Commander of a combined AUS/SING/MALAY force in the Five Power Defence Arrangement Exercise BERSAMA LIMA 16 in Singapore.

Responsible for the tactical management of personnel to meet short notice shortfalls (Personnel OPDEFs) and demands (augmentation). This includes the validation of the operational imperative to conduct moves.• Tactical planning of the proportional availability of the resource to meet the requirement.• Management, prioritisation and possible rejection of the demand for resources.• Ensure the delivery of the required demand, with the appropriate instructions, within time and space.• Challenge the need for delivery of resource at the number and level of SQEP requested.• Close liaison with the key enabling and wider Defence organisations.The aim is to ensure an equitable attribution of available SQEP to manage the personnel resource in the force generation of units, including key enabling organisations and the wider Defence requirement, and to validate the demand to move personnel at short notice to meet the operational imperative in order to balance the Service need with the longer term health and sustainability of its personnel resource.The current manning environment is typified by a supply and demand imbalance of usable SQEP set against a taut operational programme and an increasingly pivotal role that the Naval Service commands across MoD as Defence transitions from of a decade of landlocked operations to an era of deployed contingency. This unfortunate coincidence presents a wicked problem that demands a revision to traditional method used to manage the personnel resource in order to maximise the opportunities available to the Service without disaffecting the personnel that are necessary to run and operate it.

Focussed Training included the National Information Officers Course, covering the planning, execution and dynamic management and targeted influence and external communication messaging (media, Psyops, Cyber).

Tasked with the Operations Management of the UK Maritime units in the Gulf, Arabian Sea, Gulf of Aden and Somali Basin. This involved dynamic tasking and coordination with US and other coalition forces to meet the Piracy and Terrorism threats as well as supporting the protection of the wider UK political and economical interests. Day to Day business included supervision and provision of Higher Management updates, routine liaison and coordination of activity with international and coalition partners, coordination of activity to ensure coherence with Other Governmental Departments regional strategy.

As Second In Command, acted as Deputy Chief Operating Officer in a civilian and military industrial partnership delivering professional training to the Royal Navy and some Foreign and Commonwealth Navies; annual throughput of circa 2000 personnel covering a broad span of activity, ranging from Junior Sailors preparing for their first tour of duty through to Commanding Officers of Aircraft Carriers.Key achievement was leading the acceptance of the Maritime Composite Training System to HMS COLLINGWOOD, a £150M project to provide an end-to-end career training and simulation system for the Operations Branch of the Royal Navy. This included the reinvigoration of what was a delicate relationship between contractor and MOD Customer authority to ensure the product was on time and fit for use.

Responsibilities also encompass the lead on all security matters as well as being the ship's Equal Opportunities Adviser.Second in Command of the ship (rank Lieutenant Commander), leading and managing her 340 personnel in support of the Commanding Officer.Directly accountable for the delivery of the ship's organisation, safety, co-ordination of training, welfare, discipline, appraisal and development of the ship's company. Responsibilities also encompass the lead on all security matters as well as being the ship's Equal Opportunities Adviser.Striving to ensure the Ship's Company and the Ship were ready materially, providing a workplace conducive to team success; instilling an ethos based on pride ands high personal standards.In addition to supervising day to day routines at sea and in harbour, worked opposite the Commanding Officer in Operations to provide the sustainable 24/7 cover. This also included covering for the Commanding Officer at sea when he left the ship. Planning, organisation and execution of all aspects of diverse events to support keeping the Royal Navy in the public eye. This has included visits to ports, on board lunches, school visits, formal and informal receptions or occasions, family and VIP sea days and presentations on capability and resilience and defence sales activity.
