These investigations provide information for DSS to determine an applicant’s or current employee’s national security eligibility.

● Responsible for the security of Overseas Building Operations construction projects in Moscow.● Mitigated the risk of security compromise by developing, coordinating, and implementing project security policies and procedures, training personnel, and monitoring compliance.● Coordinated, directs, and manages the technical security, physical security, secure logistics, transit security, and construction security programs for the Moscow construction projects.● Coordinated closely with private sector construction contractors to ensure compliance with policies.

Moscow, Russian Federation

● Oversaw the daily operations of a multi-faceted security program in place to protect one of the highest-profile U.S. diplomatic missions in the world. ● Managed strategic planning and direction for activities related to protection and safeguarding of assets, employees, and sensitive information. visitors, and facilities ● Supervised the U.S. Embassy’s comprehensive defensive counterintelligence (CI) program in one the most hostile CI environments in the world.● Served as the liaison to the Department’s Overseas Building Operations Bureau and a private sector construction company for construction security matters (a $265MM construction project). Ensured, in coordination with the security engineering office, that access control systems, CCTV technology, and alarms were compliant with government regulations. ● Oversaw the daily operations of a 100-person guard force securing an 11-acre diplomatic facility and served as the Contracting Officer’s Representative on the $8MM annual contract.● Working with the Overseas Security Advisory Council (OSAC) to provide security and timely threat information to American businesses, Non-Governmental Organizations (NGOs) and American schools. Due to my outreach efforts to the U.S. private sector during the 2018 FIFA World Cup, Moscow Country Council was awarded the 2018 European OSAC Country Council of the Year. ● Was a key member of the USG interagency team that coordinated support to the 2018 FIFA World Cup. Coordinated with OSAC for security liaison and outreach to numerous U.S. sponsors.Studied Russian (Category III Hard Language) for approximately 44 weeks (1100 class hours) at the Foreign Service Institute's School of Language Studies (SLS) which provided language and culture training in preparation for my diplomatic assignment to the U.S. Embassy in Moscow. Tirana, Albania

● Served as the senior security and law enforcement advisor to the U.S. Ambassador to Albania, with responsibility for directing 165 security professionals in the implementation of security and law enforcement programs nationwide, as well as oversight of an annual operating budget of $3.65MM ● Planned and implemented a comprehensive physical security upgrade project for the Embassy’s international school, including obtaining a $75,000 federal grant and supervision of all phases of the project, creating a model program for other international schools across Eastern Europe. The scope of work included the latest access control technology and monitoring systems ● Partnered with the Department of Defense to establish and coordinate soft target incident response training events for more than 250 Albanian State Police and Army special forces tactical officers. ● Led two large-scale crisis management exercises at the Embassy, including a week-long exercise for 80 U.S. Marines involving a simulated attack and comprehensive response to protect soft targets ● Coordinated investigative, crisis management, and counterterrorism training with the Anti-Terrorism Assistance Program to enhance the investigative and response capacity of the Albanian State Police.Studied Albanian (Category III Hard Language) for approximately 32 weeks (800 class hours) at the Foreign Service Institute's School of Language Studies (SLS) which provided language and culture training in preparation for my diplomatic assignment to the U.S. Embassy in Tirana. Diplomatic Security, Houston Field Office

● Led eight criminal investigators and special agents in the investigation of passport fraud cases● Cultivated local, state, and federal local law enforcement contacts throughout the State of Texas.● Created a standardized case review process and task force to reduce a backlog of more than 1,000 passport fraud cases by over 80% over an 18-month period.● Selected by Diplomatic Security headquarters to serve as agent-in-charge of a protective detail for VIP dignitaries during the 2010 United Nations General Assembly in New York and the 2012 NATO Summit in Chicago, working with state, local, and federal law enforcement to plan and execute security strategy.● Served as lead to a security liaison team at the 2011 Pan American Games in Mexico as the highest ranking American law enforcement official at the Puerto Vallarta venue, working extensively with Mexican Federal Police to ensure the security of more than 200 U.S. athletes, officials, sponsors, and private sector partners.

U.S. Consulate General Monterrey, Mexico

● Served as senior security and law enforcement advisor to the U.S. Consul General in Mexico, leading a team of 60 security professionals in providing a safe and secure environment for U.S. foreign policy operations by implementing and managing a wide range of security and law enforcement programs. ● Established an Overseas Security Advisory Council (OSAC) and worked with American private sector partners to promote security cooperation between 1,000 American companies in Northern Mexico and the U.S. Consulate during a time of unprecedented narco-violence.
