Focusing on Next Generation Technologies, Telecommunications Regulatory Subjects, and Telecommunications Networks start-up strategies on business case, technologies approach, market analysis, Project Management, Managed Services strategies, and Network Service Quality auditing (KPIs, QoS, QoE): technical documentation development on the application and measurements of the Network Operations KPIs, and its relationship on QoS, and QoE for a Wholesale Network in Mexico (Altan Redes) and a proposal approach to add new KPIs to the service quality management to improve the QoE confidence. Strategic plan development requested by the Inter-American Development Bank (BID) for WayFi S.A. to implement a Business Model to reach a balanced business plan in a short time, under the project titled by the BID as “Internet de última milla para Segmentos Desatendidos”. WayFi S.A. is a Guatemala Telecommunications company offering residential and corporative connectivity in the country. Master plan development requested by the Inter-American Development Bank for ENATREL Nicaragua to launch of Nationwide Wideband Telecommunications Services including Technical and Business Plan Strategies to consolidate ENATREL’s Optical Network as a Wholesale Operator upon its licenses and concessions delivered by the Government Authorities, TELCOR. The previous activities are being applied for auditing the Wholesale Network in terms of infrastructure development and Quality of Service compliance upon the APP contract between Altan Redes and the Mexican Government. Also, during the last two years, I have been focused on the National Infrastructure options to render Next Generation Services (IoT, 5G, Network Functions Virtualization).

•Project development for a 4G LTE-A Wholesale Network encompassing design and engineering, proposals procurement (RFx), proposal analysis and ruling.•Network Technologies proposals and definition to comply with the Wholesale Network functionalities required by the projected Network Services and Coverage for the next ten years, vertical and horizontal markets.•RFx development encompassing the Core including those on IT-related (OSS/BSS) and Data Centers, Transport (backbone, backhaul, fronthaul), and Access domains with an end capacity of around 15 M equivalent end users for the next eight years. •CAPEX-OPEX Business Case impact analysis, Network Operations Model, and Staffing.
