Worked with Environmental Chemists and Analysts to provide data collection and management for environmental sampling data for NAVY facilities in San Diego. Gathered data and reporting requirements from client and worked with software development teams to modify data management software meets customer needs. Coordinated data collection and data loading into the data management systems to provide a system that allows users to query, report, and analyze the sample data and analytical results of the environmental sample collections (Soil, Air, Asbestos). Developed a Spatial Mapping and Reporting Tool (SMART) that is part of an Environmental Management System. The system is a web based data-centric application with an integrated Geological Information System component. One of the core features of this system is an integrated GIS component (ESRI© ArcIMS™) that provides interactive, dual data representation and exchange between the application interface and the geological mapping component. I implemented the GIS functionality and added custom capabilities that let users interact with a map and give them the ability to create spatial data queries and run various reports of the selected data without having to learn complex query languages or tools. One of the main benefits of this system is that it provides a visual approach to data selection and viewing. Users can select data of interest directly from a map to build datasets, see the results and generate multiple reports for analysis and documentation purposes. The system is in use by scientists to plan, collect, and analyze large amounts of field and analytical data. It allows the users to create environmental data sets with detailed reporting, graphing, and mapping capabilities.

Implemented an application to support a collaborative clinical research study on the Duration Of Therapy for Thromboses in children (KidsDOTT) for the Mountain States Regional Hemophilia & Thrombosis Center (MSRHTC). KidsDott is a web-based application for a multi-site research project to collect clinical trial data on child related thrombosis and treatment outcomes. Due to tools and frameworks developed in-house to speed up application development (e.g., DB schema driven code generation to access the application data layer, security frameworks to handle role based security and auditing) the project could be delivered in less than 5 months within a very limited budget. The project was built using ASP.NET 2.0, a Security Framework, C#, and a SQL Server database on the back end and has been completed within the remaining timeframe and budget

Worked at leading nationwide provider of Clinical and Health Care Information Systems. Responsible for the development and expansion of an enterprise wide Disease Management System (DSM). DSM is a system used in medical call centers with the purpose of proactively identifying, stratifying and monitoring high-risk populations (Diabetes, Asthma, Congestive Heart Failure patients) and consistently determining the appropriate levels of care and efficiently documenting the impact of the programs on its patients. The areas of activity included interaction with clinical domain experts, requirements gathering and definition, design and development of the software, documentation and monitoring and evaluation of user feedback to ensure the high levels of correctness, reliability, and availability of this mission critical application. I Implemented coding standards, established development procedures for all of the teams involved (Project, Product Development and quality assurance) from coding standards, design and code reviews to extensive documentation. The efforts resulted in a substantial increase in programmer efficiency, a dramatic reduction in time-to-delivery (50% faster to market than planned) and highly reliable deliveries to the end-users.

As Project Manager for the CLR Business Tax System I was responsible for annual compliance update of a comprehensive business package for federal and state tax returns. Planned and prioritized work flow (65 product deliverables), and trained and supervised all development teams (Analysts, Programmers, Testers and Technical Writers.)As Lead Software Engineer for the ACE Practice RS I designed and developed user interface and business logic elements (Java Applets and DCOM components) of a multi-tiered web application with Microsoft’s visual tools (Java, Frontpage, InterDev, Visual Modeler, Visual Basic). Reviewed, selected and used proper tools and object oriented methodologies for software development, including Requisite Pro for requirements management, Universal Modeling Language (UML) and Visual Modeler for design and implementation phase.Built project infrastructure (development guidelines, document templates, software tools) to optimize work processes, resulting in an increased team productivity rate with higher document quality, better conceptual designs, and improved metrical data on project progress.As Developer/Analyst for the ACE Practice and Business Tax system I assessed business problems and recommended design alternatives for practice management database conversions.
