Manages and directs the Quality Review and Improvement Unit (QIU) at QAPMA-DDS. Directs and supervises the allocated positions of the unit. Coordinated and reviewed the monthly exclusion screening process of all workforce, medical staff, and vendors for the University and the Hospital. Contributed and coordinated efforts designed to improve effectiveness and efficiency of programs for protecting health information privacy and security and promoting compliance with or enforcement of the requirements of the Health Insurance Portability and Accountability Act of 1996 (HIPAA) Security Rule, 45 CFR parts 160 and 164, and the Health Information Technology for Economic and Clinical Health Act of 2009 (HITECH Act).

Designed, implemented and oversaw all compliance and overall quality improvement practices to guarantee they adhere to VA and federal Medicaid standards and laws related to good healthcare practices. VTCC Provides Applied Behavior Analysis Therapy (ABA) or EPSDT, and Home-Based Intensive In-Home Services (HB) to children with autism and mental health services to underserved youth, and families located in Northern Virginia.

Planned, coordinated and executed all elements of compliance, evidence-based training, and quality assurance activities that ensure PHMA’s compliance with all laws, regulations, PHMA policies, procedures and ethical requirements. Oversaw and coordinated clients’ health record compliance with federal, state and local licensing and contracting requirements, including HIPAA (Health Insurance Portability and Accountability Act), and Code of Federal Regulations (CFR 42, Part 2) for substance abuse and mental disorders. Developed and coordinated appropriate compliance training and education program for all new employees and interns. Developed, coordinated, and supervised the annual updates to the agency Clinical Policy Procedure Manual according to the Commission on Accreditation of Rehabilitation Facilities (CARF) Behavioral Standards annual changes.

Managed and supervised all clinical and residential operations, including supervision of staff, budget control of $545K, policy compliance, quality assurance, evaluations, assessments, and treatment plan progress. Wrote quarterly OMB circular reports for Federal Center for Substance Abuse Treatment (CSAT) grant with Substance Abuse and Mental Health Services Administration (SAMHSA), providing case load treatment success, demographics, legal status, mental illness, and pre-existing medical conditions. Managed case loads in the absence of counselors and case manager. Wrote strategic plans, marketing research proposal, and development plan. Created most of the Spanish-language marketing tools used to promote the program among the Hispanic community in Northern Virginia.• Improved client retention rate from 72% to 85%, the best retention rate among the 11 programs at Vanguard Services. • Created computerized client database needed to write federal grant reports, inform evaluators and auditors, and improve quality assurance monthly and quarterly report accuracy; database became the model for other programs and was the pilot to update the web-based data system in 2007.• Created the Nuevo Dia Advisory Committee, improving services, resources, and sustainability of the program by 50%. Engaged well known local Hispanic politician, generating support for program and encouraging continued sharing of best practices within three counties; program continues to run without federal government aid thanks to this initiative.• In 2006 saved over $7000 by converting the software that calculated the ASI (Addiction Severity Index) assessment’s composite scores into an advanced formulated spreadsheet to identify changes in client’s problems status, needed for research and outcomes evaluation. The form became the standard for all counselors in 16 programs until 2012 when electronic recordkeeping was adopted. • Promoted to become PHMA Director of Compliance and Training.

Safe Haven program for homeless men with mental disabilities and chronic addiction disorders.Oversaw all business operations including supervising physical plant maintenance, a budget of $345K, and a staff of 15. Developed and implemented administrative procedures and policies. Interviewed and oversaw new hire orientation, and led weekly staff and residential meetings. Managed case load for 16 homeless residents in the absence of caseworker, including counseling, updating records and monitoring medication.• Implemented processes for management and control of budget to ensure continued grant support.• Developed inventory system for supplies, eliminating waste and unexplained losses, thus enabling better menu plans. System ensured efficient use of grant monies, resulting in a 20% surplus, used to upgrade residential furniture.• Reduced by 30% overtime costs through shift overlap and adjustment to staff duties; reinvested in training and hired additional staff, decreasing staff burn-out and becoming the employer of choice with the lowest turnover rate among all five Bethesda programs.• Implemented the Living Contribution program requiring residents to pay 20% of their income to maintain residency, increasing program revenue by 6% and giving residents accustomed to living rent free pride in ownership.• Overcame neighborhood resistance and push to relocate My Brother’s House. Implemented non-loitering policy and recruited an average of 5 volunteers per week to clean up lot previously used to deal drugs and loiter. Shelter became a model for other Bethesda programs, won the city bid to run the largest shelter in the city (Our Brother’s Place), attracted donations, and became a site for local university students to complete community service hours.
