• Provide overall technical guidance to the supply chain team on food safety and quality issues.• Establish and implement protocols to enable a rapid response to situations with food safety concerns.• Build productive relationships and partnerships with government, UN Agencies, NGO´s and the private sector.• Conduct food risk assessments along WFP Mozambique supply chain to develop and implement mitigating measures.• Plan, coordinate and oversee all WFP´s Mozambique food safety and quality activities.

• Provide overall technical and managerial guidance to the team of national staff working on the project (up to 4 staff).• Plan, coordinate and oversee the implementation of all project related activities internally, ensuring regular coordination with resource management, public information and programme colleagues.• Ensure close coordination with Government, FAO and WHO on project implementation, monitoring and reporting• Design and implement an M&E strategy for the project.• Provide technical support to the Federal Ministry of Health (FMOH) on the set up of a monitoring system for the Quality Assurance and Quality Control of staple food fortification in Sudan.• Document progress made and lessons learned from project and share with relevant stakeholders internally and externally on a regular basis.• Enable the development of a commercial platform for the retail of micronutrient powders through public private partnership.• Develop a branding strategy for fortified food products in collaboration with relevant stakeholders.• Support the Federal Ministry of Health (FMOH) institutional coordination on food fortification including Universal Salt Iodization (USI).

• Undertake assessments on existing capacity for fortified kernels manufacturing and blending and assess the potential for creation of more capacity based on needs of countries.• Develop guidelines, standard operating protocols and Hazard Analysis and critical control points (HACCP), Quality Assurance and control guidelines for fortified rice kernel production facilities and blending units.• Develop training material to be used for development of capacity for rice fortification in the region.• Contribute to the Fortified rice standard.

• Evaluate industry capacity to produce complementary foods for children 6-24 months and products meeting the nutritional requirements of school age children (5-10 years);• Identify currently available products such as infant foods, or biscuits that could be modified for use in WFP programs;• Assess the supply chain and distribution capacity of producers;• Assess any raw material quality issue of concern which will be relevant to producing nutritious foods;• Determine regulatory compliance and access to a high quality laboratory;• Identify the particular needs needed to fill the gaps identified, and also explore the investment capacity of industry to bring about these changes.• Assess the limitations of producers to adjust production specifications as required;• Assess existing packaging options;

• Support to the Government of Afghanistan by contributing to the development of national standards for locally produced fortified wheat flour and fortified edible oil;• Assessment of the Ministry of Public Health laboratory needs to analize and certified fortified wheat flour, fortified edible oil and High energy biscuits;• Guide WFP on equipment required to produce fortified foods and testing equipment;• Develop modules and train WFP, food processors and Government inspectors in food technology issues (food fortification quality assurance and quality control, Good manufacturing practices, Fortified food inspection);• Conduct food factory inspections oriented to ensure the safety and quality of the food produce under the food fortification program.• Conduct food factory inspections oriented to include new factories in the program.• Analyze the existing policy environment and identify areas that have the potential to constrain growth in the food processing industry

• Collaborate in the elaboration and implementation of the production component of a Food fortification proposal to GAIN (2.3 Million USD approved Feb 2010).• Collaborate in the elaboration of a Millennium Development Goal (MDG1) acceleration proposal to the European Union (67 Million USD approved Feb 2013).• Support the procurement unit giving recommendations regarding the analysis results reported by superintendent companies.• Conduct food factory inspections oriented to ensure the safety and quality of the food purchase by Mozambique country Office.• Support the Nutrition and school feeding program to develop other product options available in Mozambique.• Analyze information on infant nutrition and child feeding practices and highlight current discourses vis-a viz the consumption of complementary foods.• Conduct Cost of Diet study in two livelihood zones, analyze and interpret the findings to inform better intervention options especially as it relates to the nutrition situation of children under the age of 2 years, vis-à-vis the local production of complimentary and fortified foods. • Analyze the existing policy environment and identify areas that have the potential to constrain growth in the food processing industry.• Collaborate with the Mozambican government in the National fortification alliance to examine the availability of local food processors, the best food vehicles for food fortification constraints/challenges being faced, examine factors affecting food fortification.• Investigate the existing food processing potential in the country and the existing and/or possible linkages among different players (producers, traders, large –scale processors and WFP).• Identify synergies between food fortification/production of complementary foods and on-going WFP programmes such as school feeding and Purchase for Progress (P4P).• Make recommendations on existing potential and capacities and of local processing facilities and areas requiring support.
