Organization OverviewFounded in 2004, Brilliant Corners provides innovative housing and housing-related services to those transitioning from or at risk of homelessness or institutionalization. We develop, own, and manage multi-family supportive housing and licensed residential care homes. Additionally, we implement a broad array of scattered-site, one-on-one supportive housing, and clinical case management programs through partnerships with developmental services, homeless services, and health care sectors. The Housing Justice Manager leads Brilliant Corners’ efforts to bridge the supportive housing sector and reentry/abolitionist movements in Los Angeles. In addition to coordinating with grassroots groups, the Housing Justice Manager supports the Chief Program Officer and Program Directors with relationship building within the Board of Supervisors, particularly with Justice Deputies, as well as Deputy Directors at the Office of Diversion and Reentry.

In April 2011, the California Legislature and Governor Brown passed sweeping public safety legislation (AB 109) that effectively shifted responsibility for certain populations of offenders from the state to the counties. AB 109 established that local Community Corrections Partnerships (CCPs) develop an implementation plan to be submitted to county boards of supervisors. Over the proceeding months, the Los Angeles CCP and associated working groups met continuously to develop a plan that addresses the major issues involved with implementation of AB 109 and public safety realignment.The Los Angeles County CCP Plan is designed to serve as a framework for the implementation of AB 109 public safety realignment. This plan has been approved by the CCP Executive Committee and has been accepted by the Los Angeles County Board of Supervisors.As of October 1, 2011, implementation of this plan is coordinated through the Countywide Criminal Justice Coordination Committee’s (CCJCC) Public Safety Realignment Team (PSRT), which was created by the Board of Supervisors in February 2011 to report and advise the Board on public safety realignment matters.The Public Safety Realignment Team (PSRT) meets on a quarterly basis at the Kenneth Hahn Hall of Administration, 500 West Temple Street, Los Angeles.

Jose Osuna is the Principal Consultant for Osuna Consulting. Prior to founding Osuna Consulting, Osuna was the Director of External Affairs at Homeboy Industries, a position he held as part of the executive management team with the organization. Jose led Homeboy’s external advocacy initiatives, such as ‘Banning the Box’ from employment applications. These issues are important to the population served at Homeboy Industries, where up to 75% of those who work in the program and seek their services have served prison terms and have felony convictions. Osuna continues to work in partnership with Homeboy Industries on numerous special projects, including the Global Homeboy Network, and most recently, establishing a Homeboy Alumni Network. Before working in external affairs, Osuna was the Director of Employment Services, as well as the head of the Solar Panel Installation Training and Certification Program – both at Homeboy Industries.Jose Osuna first arrived at Homeboy Industries as a trainee enrolled in the eighteen-month program the organization offers. Prior to this, Osuna served thirteen years in prison, and had been involved in gangs since the age of ten. Nine years ago, Osuna’s son Moises was killed as a result of gun violence – he was seventeen years old. Jose Osuna uses this experience, among many others, as the strongest motivating factors in his work at Osuna Consulting. By combining both his personal and professional experience, Osuna is able to bring a unique perspective and a fresh approach to his work.Jose Osuna is uniquely qualified to provide consultation services in a diverse set of areas, such as: gang rehabilitation, community based re-entry solutions, working with elected officials and community leaders to attain potential and appropriate private and governmental funding, general community organizing, and social justice advocacy efforts.

Restore INK is a community founded on kinship and support for formerly incarcerated and gang impacted individuals, and their families. We seek to empower these individuals through a process of healing and rehabilitation, so that they may make a positive impact in society.

The Long Beach Reentry Advisory Council advises the city of Long Beach regarding issues that impact the formly incarcerated community returning home to Long Beach, California.

The Community Editorial Board is made up of seven members of the Long Beach community and are drawn from different life journeys, different parts of the city and different socioeconomic experiences. The board writes on issues and subjects in which it has a personal interest, experience or expertise. The board operates wholly separate from the newsroom and members serve a one-year term. Meaning is a biological reality that guides and motivates us, and it is at the heart of surviving and thriving. It is the thread that connects our past and present and enables us to project ourselves into the future. In moments of meaninglessness, we lack belief in ourselves and we lose directionality of purpose. Directionality of purpose is established when there is alignment between “who you were,” “who you will believe you will become,” and “who you are.” It allows us to understand our past experiences, stand strongly in the present, and have goals for the future.Our dual facing coaching programs and curriculum ensure that enterprise organizations, human service organizations, and marginalized populations can discover, create, and align themselves with meaningful purpose.

The Probation Reform and Implementation Team is tasked with transforming the County's Probation Commission into a new Probation Oversight Commission (POC). The assignment is expected to take nine months or less, and this team will work in developing a mission statement for the POC; developing guidelines and qualifications for Commissioners appointed to the POC; and enhancing and completing recommendations for the staffing and structure of the POC.

On August 15, 2017, the Los Angeles County Board of Supervisors voted to create a Blue Ribbon Commission on Public Safety. The Commission was tasked with two primary goals: conducting a robust analysis of strategies, challenges, and opportunities presented by recent criminal justice reforms and ensuring that those in County care, custody, and supervision are provided meaningful rehabilitative services in order to restore lives and promote public safety.Comprised of experts in the fields of law and justice, public safety, rehabilitation and reentry services, and community engagement, the Blue Ribbon Commission on Public Safety will meet regularly over the coming year to conduct its work and provide recommendations to the Board.

The Director of External Affairs for Homeboy Industries is responsible for the handling of 3 major areas for the organization:• Developing and maintaining relationships with city, county, state, and federal government officials in an effort to further the organization’s mission• Leading the organization’s work and support of legislative policies that are in line with the work that Homeboy Industries does through its mission• Maintaining a strong presence in the Los Angeles community through partnerships with other agencies that serve similar missions as the one served at Homeboy Industries

The Director of Employment Services plans, directs, coordinates, and evaluates the Homeboy Industries Employment Services Department to ensure alignment with the organization's mission and community needs. In addition to managing outside relationships with potential employers, duties include managing training programs, reporting budgets, and supervising department personnel.

Directed the development and coordination of multiple complex training schedules, developed budgets and logistics of Solar Panel training operations; oversaw complex projects to achieve results in a timely and cost-effective manner by providing direction, facilitation and control of resources.Remained current in job specific procedures in order to apply the most appropriate methodologies by attending conferences, educational programs and seminars, reading professional publications, using the Internet, and participating in professional organizations.

Developed, implemented and evaluated new and existing training programs. Managed the development of instructor-level training to maintain a cadre of in-state instructors. Facilitated the development of training program masters to ensure standardization of instructional materials, handouts, tests, lesson plans and delivery.Reviewed outside provider training programs to ensure the highest standards were maintained, content remained current and instruction was proficient; participated in the development and updating of policies, procedures, administrative rules, goals and objectives.
