About Joseph Allen

Joe Allen is the Executive Director of the Bayh-Dole Coalition and has been a leader in national efforts to foster public/private sector R&D partnerships. He was the key staffer securing passage of the Bayh-Dole Act opening up collaborations between research universities and U.S. industry. The Economist Technology Quarterly called this law “possibly the most inspired piece of legislation to be enacted in America over the past half century.” Joe was Executive Director of Intellectual Property Owners, Inc., Director of the Office of Technology Commercialization at the US Dept of Commerce, and President of the National Technology Transfer Center. He was the lead witness in South Africa helping secure passage of their Bayh-Dole law., co-chaired the White House Lab to Market Summit and writes a monthly column for IP Watchdog (http://www.ipwatchdog.com/authors/joseph-allen/) on public policy issues.Allen's goals are to promote and defend policies allowing public and private sector R&D partnerships to develop new products, companies and jobs growing prosperity around the globe through a strong intellectual property system.     NTTC was created by Congress to help federal labs commercialize their technologies through partnerships with US industry. During his tenure, NTTC doubled its size and client base, The Center assessed and marketed technologies for NASA, EPA, the Dept of Veterans Affairs, the Dept of Defense and Homeland Security as well as identifying and teaching best practices in technology transfer. Joe also created a very successful program introducing minority college students to the profession of technology management.

    The office was created to oversee the implementation of federal technology transfer policies such as the Bayh-Dole Act and to develop Executive branch implementation policies. Joe helped create the Federal Technology Transfer Act for which he received a Department of Commerce medal. Joe Allen served on many US. government delegations negotiating major international science and technology agreements to insure they did not give away rights to taxpayer supported R&D.
