I am a principal economist specializing in infrastructure economics with over 30 years of experience developing the quantitative analysis needed to help public agencies and private businesses make sound investment decisions. My projects have assessed the feasibility and economic/financial return associated with large-scale infrastructure investment such as transportation, water and environmental restoration projects, with a particular specialization in harbor and coastal projects. I have extensive experience with maritime transportation, including vessel operating costs, port facility financing, freight forecasting, ship inspection protocols, and shipyard business practices. I managed development and certification testing of Army Corps of Engineers models for estimating the benefits of navigation projects and coastal storm damage projects and has used these models for major projects. I have spoken on industry trends and best practices at national and international conferences. I am a certified AECOM Project Manager with a successful track record of delivering technical analysis projects on schedule and within budget. I hold an M.A. in Economics from the University of New Mexico and a B.S. in Business Administration from Louisiana State University.
