As the Director of the Recovery Division for the Federal Emergency Management Agency (FEMA) Region 9 office in Oakland, CA., supervises the implementation of FEMA’s Public Assistance, Individual Assistance, and Critical Infrastructure and Planning Programs, including oversight of multi-billion dollar recovery grant programs for public infrastructure, disaster survivor temporary housing, debris removal operations, and federal assistance to disaster survivors. Oversight of Region 9 public and individual assistance as well as community planning and capacity building for Arizona, California, Hawaii, Nevada, Guam, American Samoa, Commonwealth of Northern Mariana Islands, Republic of Marshall Islands, Federated States of Micronesia, and 157 Tribal Nations. Prior experience as FEMA Region 9 COVID Branch Chief in the Recovery Division.Additionally, a master practitioner of collaborative law enforcement operations with over 30 years of professional experience encompassing strategic law enforcement methodologies, procedural frameworks, quantitative assessments, analytical approaches, and enduring constructive engagements across a spectrum of culturally diverse communities within the locales of San Francisco and Northern California. The depth of prior federal and law enforcement experience, legal education and certification, cultural proficiency, and academic instruction highlights a lifelong dedication to public service. Extensive experience in managing emergency response in field operations responding to intentional or unintentional events; first amendment demonstrations; urban utility related, weather related and aging infrastructure hazards; tactical motorcycle response, criminal investigations, and technological threats upon dispatch communications.
