Plan, manage, review and evaluate the work of 7 private engineering firms employed to develop comprehensive engineering, planning and environmental documents (CE, EA, FONSI, and EIS) through NEPA. Establish and maintain effective working relationships with firms and DOT departments. Estimate and negotiate cost in scope of work and task orders. Analyze, comment and finalize planning reports and environmental documents. Direct the scope of work to meet the project’s identified transportation needs and keep project deliverables on schedule. Represent DOT (PDEA) at Federal, State Agency, Local Official, pre-construction and inter-departmental meetings. Conduct public involvement workshops and merger meetings, and respond to information requests. Verify and justify in writing need for schedule changes.

Designing structures and checking the design of structures by other engineers using Microstation for computer aided design. Design of structures includes bridge superstructures, substructures, and culverts. Superstructure design includes slabs, cored slabs, pre-stressed girders, steel girders, (both straight and curved), bearings, framing, layout & elevations and approach slabs. Substructures include interior bents, end bents, piles, drilled piers, columns and pile footings. Culverts include all steel and concrete associated with the structure as well as layout. Also spent 1.5 years on NCDOT training program. 3 months in Construction.

As an Apprentice from 1986 until 1990, I worked 4 days a week and attended Apprentice class one day. Duties from 1986 until 2000 included Framing with both wood and metal, Sheetrock, Trim work (both interior and exterior), Layout, Concrete Forming, installing Doors and Windows, Estimating, Surveying, Welding, Stair Building and any other related tasks in commercial and residential carpentry.
