Most of my assignments have required not only proposal management and proposal writing (especially management/staffing plan components), but also desktop publishing services (text and graphics). To this latter responsibility, I bring advanced MS Word and PowerPoint skills. I am also a skilled writer--able to research, understand and compose highly technical descriptions of, and users manuals for products and systems.Over the course of my consulting career and while serving as a full-time employee, I have been a key contributor to the success and dynamic growth of my clients. The proposals I managed captured over $15B in contract awards for businesses of all sizes. For my previous employer--a small business, I developed the proposals that enabled the business to grow from $3 to $27M (10 to 100+ employees) within 4 years. Consulting for Verizon Communications, I managed seven major winning proposals and was selected to lead the three most important and lucrative bidding efforts during that timeframe; and served as the chief writer for the management volume submitted as part of Verizon's/MCI's successful proposal for the GSA Networx contract. I have specialty skills in Multiple Award/IDIQ contract proposals. Write, rewrite, and edit proposal text and create graphics.Accomplishments: Managed and was lead writer for Teracore’s submission in response to the DHS PACTS multiple award/IDIQ procurement—the largest Service-Disabled Veteran-Owned contract vehicle ($1.6B) executed to date by the Federal Government. Teracore was one of 6 offerors out of 204 to be awarded a contract in the category competed; its proposal received the highest rating among all submitted. Managed (and wrote) 17 proposals submitted for task order contracts under the DHS PACTS contract vehicle—14 of which received a contract award. (Teracore is currently ranked first among all contractors in awards received.) For the 3 years preceding this, managed 9 bids submitted by Bell Atlantic Corporation’s Data Solutions Group. The contracts for 7 of these were awarded to my client.(1999) For UUNET Technologies, analyzed the operations of its major organizations and developed a manual on corporate business processes and practices. Also developed a proposal submitted to AOL Australia (resulting in award of the contract to UUNET); and assisted with UUNET’s Business Case for its entry into the Asian market.(1991–1996 ) Provided proposal management services for IBM Corporation (Israel), Bell Atlantic (International), and Pacific Star Communications (joint venture of Bell Atlantic and Telecom New Zealand in Australia). Directed 16 proposals submitted to the Govts of Israel, Switzerland, New Zealand, Germany, the Czech Republic and Indonesia; 6 Australian State Govts; and several Australian private sector organizations. These workshops taught telecom buyers and sellers how to forge cooperative, efficient, and mutually beneficial relationships during the procurement process.(2000–2003) Provided consultation to Outback Digital Network Ltd (ODN), an organization tasked by the Commonwealth of Australia to procure and manage telecommunications services for outback areas in four states (Northern Territory, Western Australia, Queensland, and New South Wales). One project involved creating a users manual combining written text and illustration with embedded video files to explain complex system configuration processes.* Through another assignment—to develop boilerplate solution text used for bid responses to RFPs procuring certification and accreditation (C&A) services—became highly knowledgeable of NIST SP 800 standards. For this project, created detailed process descriptions, flowcharts, and resourcing requirements for every task within the C&A lifecycle.* Currently writing a book that instructs proposal teams under time and resources constraints how to respond most effectively to today’s RFPs, which often contain incomplete, ambiguous requirements and mandate accelerated submission due dates. Also served as chief documentation writer/editor for a proposal submitted for the Project Viable procurement—the largest procurement for information technology services ($1 billion) undertaken by the U.S. Government up to that time. (Proposal consisted of 150 individual volumes with over 70,000 pages.) After award of the Viable contract to EDS, served as a Technical Document Development Manager, responsible for organizing, editing, and producing a series of design, implementation, and maintenance manuals.(1976–1980: Logical Technical Services (LTS)) Project Manager on two contracts with the Department of Transportation (DOT), supervising a staff of six. By developing improved procedures for processing materials and writing abstracts and reports, enabled LTS to exceed the number of contract deliverables by 25 percent. Prior to this assignment, managed a 12-person staff on a project for the Federal Trade Commission (FTC) to analyze tobacco industry advertising policy. Originally contracted to review and write abstracts of 1,750 confidential company files, team processed over 2,600 files in the 3-month project period, and contributed to the FTC’s successful litigation of its case.
