About Joseph Kelley

I was born and raised in Roanoke Virginia. After graduating from William Fleming High School in 1990 I attended Averett College for one year studying Aerospace Management prior to joining the U.S. Navy in May 1992. Upon completion of U.S Navy Basic Training at Great Lakes Michigan I attended Postal Clerk “A” school at Fort Benjamin Harrison Indiana. I graduated Postal Clerk “A” school in September 1992 and was assigned as a Postal Clerk at Naval Air Facility (NAF) Atsugi Japan in October of 1992. In May of 1996 I separated from the U. S. Navy obtaining the rank of Post Clerk Second Class (PC2) where I was the Custodian Of Postal Effects and Leading Petty Officer (LPO) for the NAF Atsugi Post Office. After separating from the U.S. Navy I stayed in Japan to work as an English Teacher for Zenken Corporation teaching children ages 3-12 conversational English from June 1996 to July 1996. In August of 1996 I began working as a Master Labor Contracting (MLC) employee at Camp Zama Japan as a temporary hire in the Directorate of Public Works (DPW) assisting mechanics from the Electrical and Air Conditioning shop. In October of 1996 I became a permanent employee as a Storekeeping Clerk in the Engineer Support Division, Supply Branch of DPW were he eventually became the Warehouse Supervisor prior transferring to the Environmental Division of DPW in August of 1998. I worked as an Engineer Technician (General) managing the Environmental Training Program until October of 1999 when I transferred to the Real Estate office. I worked as a Real Property Specialist where I was a space manager for US Army Garrison (USAG) Japan Honshu installations. In October of 2004 I then became an Engineer Technician (Environmental) in the Environmental Division were I managed the toxic (Asbestos, Lead-Based Paint, and PCB) and the Environmental Review programs for USAG Japan. On 01 October 2015 I became a Management Analyst with Plans, Analysis, and Integration Office.

Conduct systematic analysis and reviews of plans at all levels which influence policy decisions involving the Garrison Leadership. Ensures consistency between future goals, program efficiencies, status of accomplishments, process achievers, and costs, balanced against mission priorities and efficiency within the scope of All Hazards planning. Planning cycle may involve multiple and complex functional relationships, significant impacts on base operations, or other special characteristics requiring sound and incisive judgment, in-depth analytical skills, and creativity. Presents training and briefings to all levels of garrison/mission/tenant unit employees, staff officers and Commanders; facilitates working groups and plans action teams. Translates information related to the Installation Emergency Management Office into Japanese or English.
