Receive general supervision from the Installation Emergency Manager in terms of priority, scope and objectives of assignments. Together with the Installation Emergency Manager develop a mutually acceptable project plan which includes identification of the work to be done, the scope of the project and deadlines for completion within the parameters of the approved project plan. I am responsible for planning, organizing and conducting all phases of the project and informs the Installation Emergency Manager of potentially controversial findings, issues, or problems with widespread impact. Completed projects are reviewed by the supervisor for effectiveness in achieving intended objectives. Serve as a staff analyst to plan, develop, and monitor implementation of plans, policies, procedures, and guidance related to the All Hazards Plan and the Installation Emergency Management Program and provides means of measuring process improvements and capturing customer feedback to achieve improvements in efficiency and effectiveness as well as their outcomes validated through exercises and real world events. Conduct systematic analysis and reviews of plans at all levels which influence policy decisions involving the Garrison Leadership. Ensures consistency between future goals, program efficiencies, status of accomplishments, process achievers, and costs, balanced against mission priorities and efficiency within the scope of All Hazards planning. Planning cycle may involve multiple and complex functional relationships, significant impacts on base operations, or other special characteristics requiring sound and incisive judgment, in-depth analytical skills, and creativity. Presents training and briefings to all levels of garrison/mission/tenant unit employees, staff officers and Commanders; facilitates working groups and plans action teams. Translates information related to the Installation Emergency Management Office into Japanese or English.

Work with the garrison staff to develop practical recommendations to solve installation management problems and to improve the allocation and use of installation resources. Serves as a staff analyst to plan, develop, and monitor implementation of plans, policies, procedures, and guidance for Garrison to assist with productivity, quality management, and continuous improvement; provides means of measuring process improvements and capturing customer feedback to achieve improvements in organization efficiency and effectiveness. Coordinates and researches continuous improvement/waiver issues crossing all functions. Conducts management analysis reviews, which influence policy decisions involving garrison management. Ensures consistency between future goals, program efficiencies, status of accomplishments, process achievers, and costs, balanced against mission priorities and efficiency. Works with the garrison staff to make recommendations for process improvement and analysis of processes for problem areas and solutions. Studies may involve multiple and complex functional relationships, significant impacts on base operations, or other special characteristics requiring sound and incisive judgment, in-depth analytical skills, and creativity. Presents training and briefings to all levels of garrison employees; facilitates working groups and process action teams.

Provide technical guidance regarding applicable laws and regulations (Army, DoD, Japanese, etc.) relating to environmental standards for matters pertaining to toxic substances (asbestos, Lead-Based Paint, PCBs, etc.), hazardous materials and wastes. Serve as the Program manager for environmental reviews of projects and actions that may pose a negative impact to the environment.

Performed work involving 100% accountability for the utilization of US Army real Property on Honshu Japan. Prepared and briefed various documents related to the accountability of US Army Real Property. Maintained accurate space utilization records.
