Joe is a founding partner and senior consultant with Stringer Environmental Associates. He is currently working with International Programs, USDA Forest Service, as a Senior Land Use and Natural Resource Planner, focusing on policy development and implementation strategies regarding low emissions development, climate change strategies, spatial and forest planning, and resource assessment and management in South East Asia. Joe was the Director, Ecosystem Planning, for Pacific Southwest Region, Vallejo, California, USDA Forest Service, from 2010 to 2013, and led the long term strategic planning for national forests in California. He created the regional organizational program for national forest planning, and led the collaborative development of long term resource management plans and ecosystem assessments for national forests in California. Joe also supervised the development of agency strategies for litigation and appeals regarding environmental controversies on National Forest System lands in California. His experience in public lands management and leadership includes roles as Deputy Forest Supervisor for the Coconino National Forest in Flagstaff, Arizona, from 2004 to 2010, and District Ranger for the Coeur d’Alene River Ranger District, Idaho Panhandle National Forest, from 2001 to 2004.Joe has extensive experience in legal issues and controversies regarding management of public lands, serving as Assistant Regional Attorney and staff attorney for the Office of the General Counsel, USDA from 1983 to 2001. Joe represented the Forest Service in natural resource and environmental matters in the southeastern and western United States. He received a Juris Doctor from the University of Arkansas, and a Bachelor of Science, Environmental Studies and Natural Resource Policy and Administration, from Utah State University, Logan, Utah.
