Act in a leadership role for the Project Management Office (PMO) division by overseeing the project process, managing multiple complex projects simultaneously, formulating business solutions and working with City departments using technology as a strategic advantage to meet business goals.Deliver detailed analysis of processes, system requirement documentation, software specification, project management assistance, inter-departmental communication and training, ultimately to provide technology solutions for improvement of business process efficiency.Leads cross-functional teams to implement complex and high visibility technology projects. Develops project plan, manage scope, assess risks and communicate with stakeholders. Assists business owner with budget, training, procedures and transition to support.Maintains comprehensive understanding of all existing city systems, knows their capabilities and how they interact to identify additional department use, integration opportunities and cross-departmental impact of changes. Facilitates and enhances the Project Steering Committee process for project initiation, senior management review, resource allocation, prioritization and reporting. Collaborates with IT management on internal department strategy, standards and process improvement efforts, document solution and assist with implementation throughout the team.Mentors business and project owners. Gathers, documents and analyzes business processes; recommends changes and facilitates communication between departments for shared solutions.Documents specifications for third party application development; works with the vendors, IT resources and stakeholders throughout the development effort to ensure appropriate project scope, use cases and testing resources.
